Crime and Investigative Reporters Association (CIRA) Rawalpindi/Islamabad’s Meeting held. کرائم اینڈ انوسٹیگیٹو رپورٹرز ایسوسی ایشن۔ راولپنڈی کا اسلام آباد میں ا ہم اجلاس

Islamabad; A extra ordinary meeting of Crime and Investigative Reporters Association (CIRA) Rawalpindi/Islamabad was held at Evacuee Trust Complex Islamabad.
The meeting was chaired by Senior Journalists Yaqub Malik, Arif Mehmood Rana, Rana Imran Latif, Mazhar Iqbal and Javed Malik.
The meeting finalized the basic structure of the organization and decided that Crime and Investigative Reporters Association (CIRA) would be led by Yaqub Malik, Arif Mehmood Rana and Javed Malik.
Rana Imran Latif was unanimously elected Chairman of the Crime and Investigative Reporters Association (CIRA) and Mazhar Iqbal was elected as the Presidents of the body. Malik Siddique Awan and Hamza Ali Abbasi have been appointed as Vice Presidents while Muhammad Yousuf Khan, Jawad Shah have been chosen as Joint Secretaries.
Syed Bilal Izzat Naqvi will be the General Secretary.
Abdul Rehman has been elected as Secretary Information of CIRA.
Arshad Rahim Lone, Muhammad Shabbir Mughal, Mudassar Elias, Rana Khurram Shehzad, Qasim Jamshed, Naeem Sindhu, Junaid Gardezi, Mazhar Shah, Malik Imran, Faiz Ahmed, Malik Zubair Awan, Syed Yaseen Hashmi, Rana. Zulfiqar, Khalid Shah, Saad Umar, Qasim Munir, Siddique Qureshi, Raja Adeel were also given responsibilities as members of Governing Body of CIRA.
It was also decided that after the completion of the initial structure of the organization, the election process will be completed under the organizational manifesto.
The agenda of the previous meeting was also reviewed during the meeting.
Meanwhile Governing Body has been instructed to submit a progress report on membership process and assigned it the task of completing the membership campaign in the next two weeks.
Newly elected Chairman of CIRA Rana Imran Latif has sent letters to the members of the administration of Islamabad/Rawalpindi, Police and other organizations to facilitate members of the this body during their journalistic responsibilities and to assure their protection.
Rana Imran Latif said that the platform of the organization will practice the freedom of expression in accordance with the constitution and law.

محمد یوسف خان،جواد شاہ،جنرل سیکرٹری سید بلال عزت نقوی ہوں گے،کرائم اینڈ انوسٹیگیٹو رپورٹرز ایسوسی ایشن(سیرا۔CIRA) کے سیکرٹری اطلاعات کی ذمہ داریاں عبدالرحمن کو سونپی گئی ہیں۔اجلاس میں کرائم اینڈ انوسٹیگیٹو رپورٹرز ایسوسی ایشن(سیرا۔CIRA) کی ابتدائی گورننگ باڈی کے اراکین ارشد رحیم لون،محمد شبیر مغل،مدثر الیاس،رانا خرم شہزاد،قاسم جمشید،نعیم سندھو،جنید گردیزی،مظہر شاہ،ملک عمران،فیض احمد،ملک زبیر اعوان،سید یاسین ہاشمی،رانا ذوالفقار،خالد شاہ،سعد عمر،قاسم منیر،صدیق قریشی،راجا عدیل کو بھی ذمہ داریاں سونپ دی گئی اور فیصلہ کیا گیا کہ تنظیم کا ابتدائی ڈھانچے کی تکمیل کے بعد تنظیمی منشور کے تحت انتخابی عمل مکمل کیا جائے گا،اجلاس میں تنظیم کے گزشتہ اجلاس کے ایجنڈے کا بھی جائزہ لیا گیا اور آئندہ اجلاس میں گورننگ باڈی کو ممبر شپ کے حوالے سے پیش رفت رپورٹ بھی پیش کرنے کی ہدایات جاری کرتے ہوئے اگلے دو ہفتوں میں ممبر سازی مہم مکمل کرنے کا ٹاسک سونپ دیا، اجلاس کے اختتام پر کرائم اینڈ انوسٹیگیٹو رپورٹرز ایسوسی ایشن(سیرا۔CIRA) کے چیئرمین رانا عمران لطیف نے جڑواں شہروں راولپنڈی/اسلام آباد کی انتظامیہ/پولیس اور دیگر اداروں کو تنظیم کے ممبران کو یکساں بنیادوں پر صحافتی ذمہ داریوں کی ادائیگی میں سہولیات کی فراہمی کیلئے باقاعدہ خطوط ارسال کر دیئے اور ممبران کو یہ یقین دہانی کروائی کے صحافتی ذمہ داریوں کی ادائیگی کے دوران ممبران کو ہر طرح کا تحفظ فراہم کیا جائے گا اور تنظیم کے پلیٹ فارم سے آئین اور قانون کے مطابق آزادی اظہار رائے کیلئے عملی کاوشوں کا آغاز کیا جائے گا۔

او آئی سی کانفرنس سے افغانستان میں بحران کے خاتمہ کیلئے کوششیں ۔..اصغرعلی مبارک….کالم(اندر کی بات)….پاکستان میں مسلم ممالک کی وزرائے خارجہ غیرمعمولی اجلاس کے بعد دنیا بھر میں پاکستانی بیانیےکو پذیرائی حاصل ہو رہی ہے جسکے نتیجے میں او آئی سی کانفرنس سے افغانستان میں بحران کے خاتمہ کیلئے کوششیں تیز تر ہوگئی ہیں.اسلامی تعاون تنظیم کے وزرائے خارجہ کا 17واں غیر معمولی اجلاس اسلام آباد میں ہواتھا، جس میں افغانستان میں امداد پہنچانے کے لیے ایسے راستے تجویز کیے گئے جو ملک کی عالمی پابندیوں میں جکڑی حکومت کو نظر انداز کرتے ہوئے اپنائے جا سکیں۔ رواں برس کابل میں حکومت گرانے اور اقتدار پر قبضے کے بعد امریکہ نے اپنے ملک میں موجود افغانستان کے تمام اثاثے، جن کی مالیت تقریباً ساڑھے نو ارب ڈالر ہے، منجمد کر دیے، جس کے بعد عالمی امداد پر چلنے والے ملک میں بینکنگ کا نظام مکمل طور پر ختم ہو گیا جبکہ خود افغانستان میں طالبان نے ڈالر کی بجائے افغان کرنسی استعمال کرنے کا حکم دیا, دوسری طرف طالبان حکومت سے جڑی پابندیوں، سیکورٹی خدشات کے پیش نظر امدادی اداروں نے بھی اپنی سرگرمیاں ختم کر دیں۔اس کی بڑی وجہ وہ خدشات ہیں کہ عالمی پابندیوں کی صورت میں بھی فنڈز کی منتقلی یا انھیں طالبان کے زیرانتظام چلنے والے ملک میں بھیجنے کی صورت میں خود ان اداروں کو اپنے ملکوں میں سخت احتسابی کارروائی کا سامنا کرنا پڑ سکتا ہے پاکستان میں منعقد ہونے والا اسلامی تعاون تنظیم کے وزرائے خارجہ کا اجلاس بھی افغانستان میں امدادی فنڈز پہنچانے کے لیے ایک ایسا ذریعہ تلاش کرنے کی کوشش ہے جس پر دنیا کے دیگر ممالک اور امدادی ادارے مطمئن ہوں۔ اجلاس میں اہم ترین فیصلہ یہی کیا گیا ہے کہ اسلامک ڈویلپمنٹ بینک میں ایک اکاؤنٹ افغانستان کی امداد کے لیے مختص کیا جائے، جہاں دیگر ممالک اور عالمی ادارے رقوم منتقل کریں، جنھیں افغانستان میں امدادی کارروائیوں کے لیے استعمال کیا جائے گا۔ اجلاس کے بعد پریس کانفرنس میں پاکستان کے وزیر خارجہ شاہ محمود قریشی نے اسی بارے میں بات کرتے ہوئے کہا تھا کہ ‘ہم جانتے ہیں کچھ ایسے ممالک ہیں جو عطیات دینا چاہتے ہیں مگر انھیں ایک ایسے اکاؤنٹ کی ضرورت ہے، جو سب کے لیے قابل قبول ہو۔ کچھ ایسے ممالک بھی ہیں، جو عطیات براہ راست نہیں دینا چاہتے بلکہ چاہتے ہیں کہ ایسا میکنزم ہو جو وہ سہولت کے ساتھ استعمال کریں، اسی لیے ہم نے اسلامی ترقیاتی بینک کا راستہ اختیار کیا ہے۔ واضح رہے کہ افغانستان کے معاملے پر پاکستان کی درخواست پر سعودی عرب نے او آئی سی وزرائے خارجہ کا غیر معمولی اجلاس اسلام آباد میں طلب کیا تھا۔پاکستان نے ہمیشہ ایک پرامن اور مستحکم افغانستان کی بات کی ھے ایک ہمسایہ ملک کی مدد کے لئے پاکستان کا تاریخی کردار عالمی برادری کے سامنے ہے امریکہ اور اتحادی افواج کے انخلاء کے بعد طالبان حکومت برسراقتدار ہے تاہم عالمی اداروں کی طرف سے اقتصادی پابندیوں سے صورتحال روزبروز گمبھیر ہوتی جارہی ہےاس کانفرنس کی میزبانی پاکستان نے کی جس میں افغانستان کی صورتحال پر غور کیا گیا اور عالمی برادری سے امداد اور تعاون سے متعلق اپیل کی گئیواضح رہے کہ خود اقوام متحدہ کے مطابق اس وقت افغانستان میں تین اعشاریہ دو ملین بچے غذائی قلت کے دہانے پر ہیں۔۔اجلاس کا مقصد افغانستان میں پیدا ہونے والے انسانی بحران پر بات چیت کرنا اور اس کی خوراک کی قلت کا شکار نصف سے زائد آبادی کی امداد کے لیے راستے کھولنے کا تعین کرنا تھا۔ اسلامی تعاون تنظیم (او آئی سی) کے زیرانتظام افغانستان میں امداد پہنچانے کے لیے اسلامک ڈویلپمنٹ بینک میں ایک ہیومینیٹرین ٹرسٹ فنڈ اور فوڈ سیکیورٹی پروگرام کا قیام پر بھی اتفاق کیا گیا ہے ۔او آئی سی وزرائے خارجہ کے اجلاس سے خطاب میں وزیر اعظم عمران خان نے معاشی بحران کا ذکر کرتے ہوئے امریکہ پر زور دیا تھا کہ وہ افغانستان کو افغان طالبان سے علیحدہ کر کے دیکھے۔ وزیر خارجہ شاہ محمود قریشی نے کہا ہے کہ یہ یقینی بنایا جائے کہ پابندیاں افغانستان کے سکولوں، ہسپتالوں اور عوام تک پہنچنے والی امداد کے راستے میں حائل نہ ہوں۔سعودی عرب کے وزیر خارجہ شہزادہ فیصل بن فرحان السعود نے اجلاس میں اپنے خطاب کے دوران اعلان کیا کہ وہ افغانستان کی عوام کی مدد کے لیے ایک ارب ریال یعنی 265 ملین ڈالر امداد فراہم کریں گے۔ پاکستان اس سے قبل تقریباً 30 ملین ڈالر امداد کا اعلان کر چکا ہے توقع کی جا رہی تھی کہ افغانستان میں امداد کے لیے بعض مسلم ممالک مالی مدد کا اعلان کریں گے تاہم خود پاکستان اور سعودی عرب کے علاوہ کسی بھی ملک نے امداد کا اعلان نہیں کیاگیا۔افغانستان پر پابندیوں کا آغاز سنہ 1999 سے ہوا۔ اس سے قبل امریکی سفارتخانوں، دفاعی تنصیبات پر القاعدہ کے حملوں یا ایسی کوشش اور امریکہ میں دہشتگردی کی کارروائیوں میں ملوث قرار پائے جانے کے بعد اس وقت سلامتی کونسل میں امریکہ کے نمائندے نے افغانستان میں طالبان حکومت سے القاعدہ کے سربراہ اسامہ بن لادن کی امریکہ کو حوالگی کا مطالبہ کیا تھا۔تاہم اس وقت طالبان کے امیر ملا عمر نے یہ مطالبہ مسترد کیا جس کے بعد سلامتی کونسل نے القاعدہ اور ان کی معاونت کرنے پر طالبان پر پابندیاں عائد کر دیں۔ ان پابندیوں کے بعد افغانستان کے اثاثے بھی منجمد کر دیے گئے تھے جبکہ ملک میں امدادی اداروں نے بھی اپنے پروگرام روک دیئے تھے۔سنہ 2001 میں امریکہ اور اتحادی ممالک کی جانب سے افغانستان پر حملے اور طالبان حکومت کے خاتمے کے بعد اقوام متحدہ کی سلامتی کونسل نے ان پابندیوں کو دو حصوں میں تقسیم کیا اور اب پابندیاں افراد اور گروپس کے خلاف عائد ہونا شروع ہوئیں۔یہی وجہ ہے کہ آج افغانستان کی عبوری حکومت میں موجود متعدد افراد پر اقوام متحدہ کی سلامتی کونسل، امریکہ، برطانیہ اور یورپی یونین سمیت کئی ممالک نے پابندیاں عائد کر رکھی ہیں۔ امریکہ کی جانب سے طالبان پر 2001 کے بعد سخت پابندیاں عائد کی گئیں جو آج بھی موجود ہیں۔آج طالبان پر، حقانی نیٹ ورک اور ان سے منسلک افراد کے ساتھ کاروبار، انھیں اسلحے اور بارود کی فراہمی، انھیں یا ان سے جڑے کسی شخص، ادارے، تنظیم یا کسی بھی سرگرمی کے لیے کسی بھی قسم کی مالی مدد فراہم کرنے پر پابندی عائد ہے۔ان پابندیوں کے مطابق کسی بھی ایسی سرگرمی کے لیے مالی، افرادی یا ایس کوئی بھی مدد کرنے کی ممانعت ہے جس کا براہ راست یا بالواسطہ فائدہ طالبان سے جڑے ان افراد کو ہو جن کے خلاف پابندیاں عائد ہیں۔ اس کے علاوہ ان افراد پر سفری پابندیاں بھی عائد ہیں اور ان کے اثاثے منجمد ہیں۔اقوام متحدہ کے علاوہ خود امریکہ نے بھی موجودہ طالبان اراکین اور حقانی نیٹ ورک اور اس کے اراکین پر سخت پابندیاں عائد کر رکھی ہیں۔ دہشت گردی کے علاوہ دہشتگردوں کی معاونت، منشیات کی ٹریفکنگ، کرپشن اور منی لانڈرنگ جیسے جرائم سے منسلک پابندیاں بھی عائد ہیں۔اقوام متحدہ کے کئی ذیلی ادارے ہیں جو اس وقت طالبان کی حکومت کے ساتھ رابطوں میں ہیں اور محدود سطح پر امدادی کارروائیاں بھی کی جا رہی ہیں۔مگر یہ تمام ادارے بڑی بین الاقوامی طاقتوں کے زیراثر بھی ہیں۔ اور یہی وجہ ہے کہ ایسے متبادل پلیٹ فارمز تلاش کیے جا رہے ہیں، جو اس وقت افغان عوام تک مدد پہنچانے کے لیے سہولت کاری کر سکیں۔اقوام متحدہ کے ذیلی ادارے، ورلڈ فوڈ پروگرام، یا عالمی ادارہ برائے صحت اس معاملے پر کچھ کام کر رہے ہیں۔ متبادل راستوں میں او آئی سی کے علاوہ ایس سی او کا فورم بھی شامل ہے جبکہ ایشیائی بینک کا آپشن بھی دیکھا جا سکتا ہے۔ توقع کی جا رہی تھی کہ کئی اسلام ممالک افغانستان کے لیے امدادی پیکج یا عطیات کا اعلان کریں گے۔ تاہم سعودی عرب اور پاکستان کے علاوہ کسی ملک نے ایسا کوئی اعلان نہیں کیا۔اجلاس کے بعد پریس کانفرنس کے دوران اسلامی تعاون تنظیم کے سیکریٹری جنرل حسین ابراہیم طحہٰ سے یہ سوال کیا گیا کہ کیا کسی ملک نے کھل کر فنڈز کے لیے رقم کا اعلان کیا ہے یا نہیں، انھوں نے جواب دیتے ہوئے کہا کہ ‘یہ درست ہے کہ ہم نے یہ فنڈ قائم کیا ہے مگر ہم ابھی افغان اتھارٹیز کے ساتھ رابطے میں نہیں ہیں‘۔ان کا کہنا تھا کہ جلد ہی افغان حکام سے رابطہ کیا جائے گا اور یہ جاننے کی کوشش کی جائے گی کہ ان کی ضروریات کیا ہیں۔’اُس وقت ہی عطیات ملنے کا آغاز ہو گا۔ ہمیں ابھی کوئی عطیات نہیں ملے، یہ افغان حکام سے براہ راست رابطے کے بعد ہی شروع ہوگا اور ہم اس کے لیے پرامید ہیں۔’جس وقت تک پابندیاں ختم نہیں ہوتی ہیں تو افغانستان تک امداد نہیں پہنچانا ایک چیلنج ہی رہے گااس حوالے سے سب سے اہم کردار سفارت کاری کا ہی ہے۔او آئی سی براہ راست اقوام متحدہ کی توجہ اس طرف دلا سکتی ہے۔اس بارے میں طریقہ کار طے کرنے میں ابھی وقت لگے گا۔پہلے یہ فنڈ قائم ہو گا، اس سے متعلق قانون سازی کی جائے گی اور ایسے قواعد و ضوابط طے کیے جائیں گے، جو رکن ممالک اور عالمی امدادی اداروں کے قوانین سے مطابقت رکھتے ہوں۔اسلامی تعاون تنظیم کے رکن ممالک اس فنڈ میں اپنا حصہ ڈالیں گے اور اس کے بعد دیکھا جائے گا کہ یہ فنڈ کیسے لوگوں تک پہنچے گا، کیسے اور کس چینل کے ذریعے منتقل ہوگا، کس علاقے اور کس مد میں عوام تک پہنچایا جائے گا۔ یہ ہرگز ضروری نہیں کہ یہ فنڈ افغانستان میں قائم حکومت کو دیا جائے۔ یہ طریقہ کار تمام ممالک کے اتفاق رائے سے ہی وضع کیا جائے گااو آئی سی کے اجلاس سے افغان طالبان کو بھی یہ ایک پیغام گیا ہے کہ وہ اپنے طرز عمل میں تبدیلی لے کر آئیں۔امداد تک جلد رسائی کا انحصار خود طالبان کے اپنے کنڈکٹ سے بھی وابستہ ہے کہ وہ کیسے عالمی برادری کو اپنے اقدامات سے متعلق مطمئن کر سکتے ہیں۔ طالبان نے دوحہ معاہدے کے تحت کچھ وعدے کیے تھے، جن میں سے ایک خواتین کے حقوق سے متعلق تھا اور اقتدار پر قبضہ کرنے سے پہلے وہ افغانستان کے مختلف حلقوں سے بات کریں گے۔ اور طالبان نے تیسرا وعدہ یہ کیا تھا کہ وہ افغانستان میں کسی دہشتگرد تنظیم کو پناہ نہیں دیں گے۔طالبان تینوں وعدوں پر ہی عمل نہیں کر سکے ہیں او آئی سی کے اجلاس سے افغان طالبان کو بھی یہ ایک پیغام گیا ہے کہ وہ اپنے طرز عمل میں تبدیلی لے کر آئیں۔ ایک مستحکم افغانستان ہی خطہ کے لئے بہتر ہے ، افغانستان کی موجودہ صورتحال انتہائی سنگین ہے ،افغان عوام کی مدد کرنے کے لئے فوری اقدامات کی ضرورت ہے ،افغانستان سے ہمسایہ ممالک میں مہاجرین کی آمد روکنے کے لئے افغانستان میں مستحکم حکومت ضروری ہے، پاکستان پہلے ہی 30 لاکھ سے زائد افغان مہاجرین کی چار دہائیوں سے میزبانی کررہا ہے، ہر معاشرے میں انسانی اور خواتین کے حقوق کا تصور مختلف ہے،پاکستان نے ہمیشہ ایک پرامن اور مستحکم افغانستان کی بات کی ھے ایک ہمسایہ ملک کی مدد کے لئے پاکستان کا تاریخی کردار عالمی برادری کے سامنے ہے امریکہ اور اتحادی افواج کے انخلاء کے بعد طالبان حکومت برسراقتدار ہے تاہم عالمی اداروں کی طرف سے اقتصادی پابندیوں سے صورتحال روزبروز گمبھیر ہوتی جارہی ہےامید ہے کہ او آئی سی پر امن افغانستان کے لئے اپنا کردار اداکرے گی۔

Afghanistan will become biggest man-made crisis if world doesn’t act, says ;Pakistani PM Imran Khan at OIC summit Islamabad………………………………………………………………….By;ASGHAR ALI MUBARAK Pakistani Prime Minister Imran Khan on issued a clear warning to the global community, stating that Afghanistan could potentially become the biggest “man-made crisis in the world” if it did not act now.
The premier expressed the views while delivering the keynote address at the 17th extraordinary session of the Organization of Islamic Cooperation’s (OIC) Council of Foreign Ministers to discuss the situation in neighboring Afghanistan at the Parliament House in Islamabad. Envoys from 57 Islamic nations as well as observer delegations are participating in today’s session. The premier, who was the last to speak before the televised portion of the event concluded, began his speech by welcoming the participants to Pakistan.
“Forty one years ago, an extraordinary session of the OIC was held in Pakistan to discuss the situation in Afghanistan,” he told the gathering, which also included Taliban foreign minister Amir Khan Muttaqi alongside delegates from the United States, China, Russia, the European Union and UN.
PM Imran said no other country had suffered as much as Afghanistan, adding that even before the Taliban seized control, half of the population was below the poverty line. He said that 75 per cent of the country’s budget was also supported by foreign aid.
He noted that any country, in a situation similar to that of Afghanistan, would collapse.
Commending the other speakers for highlighting the gravity of the situation in the war-torn country, he said: “If the world doesn’t act, this will be the biggest man-made crisis which is unfolding in front of us.”
PM Imran said that the OIC also had a “religious duty” to help the Afghans.
Specifically addressing the United States, the prime minister said that Washington must “delink” the Taliban government from the 40 million Afghan citizens.
“They have been in conflict with the Taliban for 20 years but this [concerns] the people of Afghanistan,” he said, adding that it was important to take immediate action.
He noted that the Taliban had to fulfill the commitments they had made to the international community, which included forming an inclusive government and ensuring women’s rights.
“[However], the idea of human rights is different in every society,” he said, giving the example of Khyber Pakhtunkhwa province which borders the war-torn country.
“The city culture is completely different from the culture in rural areas […] we give stipends to the parents of the girls so that they send them to school. But in districts bordering Afghanistan, if we are not sensitive to the cultural norms, then they won’t send them to school despite receiving double the amount. We have to be sensitive about human rights and women rights,” he said.
He reiterated that Afghanistan was headed for chaos unless the world took immediate action. Such a situation will not suit the US because “chaos means the inability to fight terrorism,” he said, adding that Pakistan also faced a threat from ISIL (Daesh).
PM Imran said that Pakistan was currently housing over three million refugees, adding that country was also providing shelter to more than 200,000 refugees who had overstayed their visas.
“The situation in Afghanistan means they can’t go back. We are already suffering from the impact of the Covid-19 pandemic. We are not in a position to deal with a influx of refugees.”
He questioned how poorer countries, that were still struggling to get their economic back up, would be able to cope with an influx of refugees.
Addressing the participants, the premier said he was impressed by the suggestions put forward by Islamic development banks for providing immediate assistance.
“I look forward to the fact that you will come up with a road map by the end of this evening,” he said, reiterating that “chaos in Afghanistan suited no one”.
Qureshi proposes six-point framework to support Afghans
The session began with the recitation of Holy Quran, following which Foreign Minister Shah Mahmood Qureshi formally declared the extraordinary session “open”. He was the first to address the summit.
“Let me start by commending Saudi Arabia for their leadership in convening this session,” Qureshi said. “I want to welcome OIC Secretary General Taha. this is first the foreign ministerial meeting after his appointment.” “Pakistan is also gratified by the trust reposed in us by the OIC. Your presence here on a short notice affirms the importance the world and OIC holds for the people of Afghanistan. The significance of this gathering goes beyond mere symbolism. It is a matter of survival for them.”
The foreign minister detailed the plight of people in Afghanistan, saying: “Over half their population — 22.8 million people — face food shortage. Millions of Afghan children are at risk of dying from malnutrition. This situation has been brought about by a multiplicity of factors such as years of conflict, poor governance and excessive dependence on foreign aid.”
“August 2021 may have altered the political landscape in Afghanistan, but the needs of the people are the same.”
Qureshi said that as per the UN, the Afghanistan situation “could become the biggest humanitarian crisis in the world”, adding that those with “direct knowledge” have been giving “dire warnings” in this regard.
“It is unfortunate that the hardship and suffering of the Afghans has not eased,” he said as he urged the Islamic world to stand with the people of Afghanistan just as it backed the right of “self-determination of the Palestinians and the Kashmiris”.
“This is the moment to extend a collective helping hand. This is not the time to withhold support,” he added.
“This organisation (OIC) has consistently supported the rights of the people and called on the rest of the world to think beyond their economic and domestic compulsions.” The minister highlighted that Pakistan would also be impacted by a humanitarian crisis in Afghanistan, adding that a “complete economic meltdown” could not be ruled out.
“The consequences of a humanitarian crisis and an economic collapse will be horrendous […] we must not allow this to happen,” he said, adding that Pakistan was doing all it could to help its Afghani brethren.
Qureshi said that the OIC session must usher in “visible change” and show the people of the war-torn country that it is united in helping them stabilise their economy and country.
Qureshi proposed a six-point frame work for the OIC to lead which included creating a vehicle with the OIC to channel “immediate and sustained humanitarian and financial support to the Afghan people”.
“We should also agree to increase investment in the people of Afghanistan, bilaterally or through the OIC, in areas such as education, health and technical and vocational skills to the Afghan youth,” he said.
He also proposed establishing a group of experts to consider ways and means to facilitate Afghanistan’s access to legitimate banking services. He also called for enhancing food security in the war-torn country, investing in building the capacity of Afghan institutions in countering terrorism and combating illicit trade in narcotics, and engage with Afghan authorities to help advance the expectations of the international community.
Concluding his speech, the foreign minister called on the countries to seize this “historic opportunity” to turn the tide in Afghanistan.
‘Afghans have suffered for too long’
Addressing the OIC session, Saudi Minister of Foreign Affairs Prince Faisal bin Farhan Al Saud said that the economic difficulties could trigger a humanitarian crisis and lead to further instability which could impact regional and international peace.
He said that the OIC meeting expressed solidarity with the Afghans and demonstrated to the world the need for immediate action to put an end to the situation in the war-torn country. “The people of Afghanistan have suffered for too long,” he said, adding that they had faced years of instability.
The Saudi minister urged OIC member states to play a part in providing the Afghans with the necessary support and to prevent an economic collapse in the country.
Highlighting the assistance provided by the kingdom in the past, he said that Saudi Arabia had recently airlifted food supplies on the directives of King Salman bin Abdulaziz.
He said that the kingdom also condemned terrorist actions targeting minorities in Afghanistan. “We promote peace and security as it requires cooperative action from the international community,” he said.
Concluding his speech, he expressed the hope that the OIC meeting would come up with a proper resolution as well as recommendations to alleviate the difficulties being faced by the Afghans.
‘OIC moot sends universal message of harmony and solidarity’
OIC Secretary General Hissein Brahim Taha began by thanking the participants for electing him. He also voiced his appreciation for Saudi Arabia for supporting “Islamic solidarity”, and thanked Pakistan for the cordial welcome.
“By hosting this event, Pakistan reaffirms its total commitment to the issues facing the Muslim community with a keen dedication to security and peace for region and world,” he said. He also thanked the participants for travelling for the OIC meeting despite the pandemic and the spread of the Omicron variant. “This effort gives a universal message of harmony and solidarity,” he said, adding that the Afghan issue has always been high on the OIC agenda.
“The OIC has always taken a strong position which supports its member countries […] the joint secretariat calls for the sovereignty, unity and territorial integrity of Afghanistan,” he said.
The OIC secretary general said that the role of OIC members in delivering humanitarian assistance was more important now than ever before as the pandemic had exacerbated existing challenges.
“We commend the humanitarian assistance provided by some member states to the Afghan people. We also call for all parties concerned to cooperate with the OIC mission in Kabul to provide relief to the affected Afghan people,” he said.
“The OIC is ready to carry out a follow-up of the outcome and to play its role in supporting humanitarian action in coordination with the relevant OIC missions and relief agencies across the Muslim world,’ he said.

Addressing the opening session of the 17th extraordinary Session of the Organisation of Islamic Cooperation’s (OIC) Council of Foreign Ministers to discuss the humanitarian situation in Afghanistan, the leaders were unanimous to call for the OIC’s role to protect the brotherly country from an economic collapse.
In his address, Saudi Foreign Minister Prince Faisal bin Farhan Al Saud said that the economic difficulties could trigger a humanitarian crisis and lead to further instability, impacting impact regional and international peace.He said the people of Afghanistan have suffered for too long and had faced years of instability.
The Saudi FM said that the OIC meeting expressed solidarity with the Afghans and drew the world’s attention towards the need for immediate action to put an end to the deteriorating situation.He also urged OIC member states to play a part in providing the Afghans with the necessary support and to prevent an economic collapse in the country.
He told the gathering that Saudi Arabia had extended aid of one billion Saud Riyals and had recently airlifted food supplies on the directives of King Salman bin Abdulaziz. He said the OIC should play a leading role in mobilizing international support for the Afghan people and called for a coordinated mechanism for supporting the Afghan people.
The Turkish foreign minister also urged the world to support Pakistan’s efforts and called the establishment of a Trust by the Islamic Development Bank a step in the right direction.
Mevlut Cavusoglu also underscored the need for enhanced engagement with the Taliban to achieve peace and stability in Afghanistan, adding that the inclusive government and respect for women’s rights would increase the legitimacy of the Afghan government.Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Martin Griffiths said Afghanistan’s economy was now in free fall and if we do not act decisively and with compassion, this fall will pull down the entire population with it.
Martin Griffiths said the need for liquidity and stabilization of the banking system was now urgent to save the lives of the Afghan people as well as enable humanitarian organizations to respond.
He said the UN stands firmly with the OIC in its efforts to contribute to the humanitarian endeavor.Chairman Islamic Development Bank Muhammad Sulaiman Al Jasser said that immediate humanitarian relief to Afghanistan is essential to build a foundation for economic recovery and development.
He said there was a need for medium to long-term engagement to promote self-reliance and development beyond immediate humanitarian relief through reconstruction activities.
The Chairman Islamic Development Bank also emphasized the need for the development of agriculture sector in Afghanistan to ensure food security and poverty reduction.Foreign Minister of Jordan Ayman Safadi emphasized the need for rebuilding and reconstructing efforts for peace and stability in Afghanistan.
He said choice was clear as all the Muslim world should together protect Afghan people as half of the population was under threat.
He said it was a time to take the right decision and achieve the shared goals.Minister for Foreign Affairs and Cooperation of Niger Youssouf Elmouctar commended the Government and the people of Pakistan for hosting the session despite the COVID-19 pandemic.
He commended the Saudi initiative for convening the session on Afghanistan as the situation had led to a multifaceted crisis there.
He said the Afghan people particularly the winter would be unable to bear the severe winter season which necessitated immediate action to address the situation.
He called for all the possible efforts to extend support to the people of Afghanistan without any interference in the affairs of the country. He also called for respecting the rights of the Afghan people in light of the Islamic teachings.

پشاور کا کلچر افغانستان کے ساتھ ملنے والے پاکستان کے شہروں سے مختلف ہے۔ ہمیں انسانی اورخواتین کے حقوق کے حوالے سے حساسیت کا ادراک کرناچاہیے۔ انہوں نے کہاکہ افغانستان میں حکومت کے پاس اپنے ملازمین یہاں تک کہ ڈاکٹروں اور طبی عملہ کو دینے کے لئے تنخواہیں نہیں۔ ایسے کوئی حکومت مستحکم نہیں رہ سکتی۔وزیراعظم عمران خان نے کہا کہافغانستان سے پاکستان میں دہشت گردی کی روک تھام کے لئے وہاں ایک مستحکم حکومت کی ضرورت ہے۔ پاکستان نے افغان جنگ کے بعد 80 ہزار جانوں کی قربانی دی ہے۔ 100 ارب ڈالر سے زائد کا معاشی نقصان اٹھایا۔ 30 لاکھ سے زائد افغان مہاجرین کی مسلسل چار دہائیوں سے میزبانی کررہا ہے ۔ اگر افغانستان میں امن و استحکام نہ آیا تو مزید مہاجرین آ سکتے ہیں۔ پوری دنیا کو مہاجرین کے مسئلے کا سامنا ہے ۔انہوں نے کہا کہ ایران بھی افغانستان میں عد م استحکام کی وجہ سے مزید مہاجرین کا سامنا کر سکتا ہے۔ وزیر اعظم نے کہا کہ اگر ترقی یافتہ ممالک کے لئے مہاجرین مسئلہ ہے تو پاکستان جیسے غریب ممالک کیسے لاکھوں مہاجرین کی میزبانی برداشت کر سکتے ہیں۔ امید ہے کہ او آئی سی پر امن افغانستان کے لئے اپنا کردار اداکرے گی۔وزیراعظم نے کہا کہ اسلامی ترقیاتی بینک کے چیئرمین کی جانب سے فوری اور طویل المدتی اقدامات اہم ہیں۔انہوں نے کہا کہ اسلامی تعاون تنظیم کے وزرائے خارجہ افغانستان کے موجودہ بحران کے حل کے لئے ایک واضح روڈ میپ کے ساتھ سامنے آئیں تاکہ افغانستان میں اس بحران کا خاتمہ ممکن ہو سکے ۔ وزیراعظم نے کہا کہ کشمیر اور فلسطین کے عوام ہماری طرف دیکھ رہے ہیں۔ ان کے انسانی اور جمہوری حقوق پامال کئے جا رہے ہیں۔ انہیں اقوام متحدہ کی طرف سے دیئے گئے حقوق پر بھی عملدرآمد نہیں ہو سکا۔ ہمیں اسلامی تعاون تنظیم کے فورم سے اس حوالے سے بھی کردار اداکرنا ہو گا۔مغرب اسلام کے خلاف پراپیگنڈا کرتا ہے ،رحمت اللعالمین اتھارٹی دنیا بھر کے مسلم دانشوروں کے ساتھ مشاورت کر کے اس کا جواب دے گی۔ وزیراعظم نے کہاکہ ہم نے رحمت اللعالمین اتھارٹی بنائی ہے ۔یہ اتھارٹی دنیا بھر کے مسلمان سکالرسے مشاورت کرکے اسلام کے حقیقی تشخص کو اجاگر کرے گی انہوں نے کہا کہ اسلام ایک ہے اور وہ اسلام ہمارے نبی کریم ﷺ کا ہے، نبی کریم ﷺدنیا کے تمام انسانوں کے لئے رحمت اللعالمین ہیں جس طرح اللہ تعالیٰ تمام انسانوں کے رب العالمین ہیں اسی طرح حضور ﷺ رحمت اللعالمین ہیں ،انہوں نے کہا کہ ہم نے رحمت اللعالمین اتھارٹی سے دنیا بھر میں اسلام کا اصل تصور اجاگر کرنا ہے۔
انہوں نے او آئی سی کے رکن ممالک سے کہا کہ وہ افغانستان کو بحران سے نکالنے کے لئے ٹھوس حکمت عملی وضع کریں، افغانستان کی مدد کرنا ہمارا مذہبی فریضہ ہے ، افغانستان کی بڑی آبادی خط غربت سے نیچے ہے ، یہ افغان عوام کی بقا کا مسئلہ ہے ، افغان عوام کی مدد کرنے کے لئے فوری اقدامات کی ضرورت ہے ، افغانستان کی موجودہ صورتحال انتہائی سنگین ہے ۔ انہوں نے کہا کہ پوری دنیا کی طرح ہماری معیشت بھی کورونا سےمتاثر ہوئی ہےوزیراعظم نے کہا کہ اسلامو فوبیا دنیا میں بہت بڑا مسئلہ ہے۔ اس کا آغاز نائن الیون کے بعد ہوا جو اب خطرناک حد تک بڑھ چکا ہے،نیوزی لینڈ کی ایک مسجد میں 50 سے زائد مسلمانوں کو شہید کر دیاگیا مغرب میں اسلام کے پیغام سے آگاہی نہیں جسے اسلام کا فہم نہ ہونے کی وجہ سےخلیج بڑھ ر ہی ہےاو آئی سی کے لئے یہ بات اہم ہے کہ وہ اس حوالے سے اپنا کردار ادا کرے

RESOLUTION: OIC agrees to setup Humanitarian Trust Fund; launch food security program for Afghans…………….Islamabad………………………………………………………………….By;ASGHAR ALI MUBARAK ..A specially convened meeting of the 57 member states of the OIC Sunday vowed to play a leading role in delivery of humanitarian assistance to the people of war-torn Afghanistan and unanimously agreed on establishing a Humanitarian Trust Fund, launch a Food Security Programme and engage with the World Health Organization for securing vaccines and medical supplies.
The meeting of the 17th Extraordinary Session of the OIC Council of Foreign Ministers, held on the initiative of Saudi Arabia and hosted by Pakistan was attended by around 70 delegates from the member states, international aid agencies and special representatives.
The unanimously adopted Joint Resolution brings a glimmer of hope for the 22.8 million people – more than half the population of Afghanistan – who face acute food shortage; while 3.2 million children and 700,000 pregnant and lactating women are at a risk of acute malnutrition..The document adopted after day-long deliberations here at the Parliament building also expressed solidarity with the Afghans and reiterated the commitment of the OIC Member States to help bring peace, security, stability, and development to Afghanistan.
The extraordinary meeting was convened as the UN’s estimates warned that 60% of Afghanistan’s 38 million people face “crisis levels of hunger” and that the situation was getting worse every day. The OIC also expressed deep alarm at the deteriorating humanitarian crisis in Afghanistan.
Prime Minister Imran Khan earlier in his keynote address warned; “Unless action is taken immediately, Afghanistan is heading for chaos.” He said “chaos suits no one” and urged the world to understand the gravity of situation and reach out to the Afghan people who were facing starvation.The Council of Foreign Ministers also took into account the fact that the United Nations High Commission for Refugees, has pointed that 665,000 people have been newly displaced within Afghanistan between January and September 2021 – in addition to the 2.9 million people already internally displaced by conflict in Afghanistan.
Expressing deep concern over the breakdown of Afghanistan’s health system, disease outbreaks and severe malnutrition, in particular in the face of Covid-19 pandemic, the OIC decided to establish a Humanitarian Trust Fund, under the aegis of the Islamic Development Bank; which would serve as a vehicle to channel humanitarian assistance to Afghanistan including in partnership with other international actors.
The Council of Foreign Ministers decided that the OIC General Secretariat, together with the Islamic Development Bank and Humanitarian Trust Fund, shall commence discussions with the UN system organizations to device a road map for mobilizing actions in relevant fora to unlock the financial and banking channels to resume liquidity and flow of financial and humanitarian assistance. It would also devise a mechanism for the disbursement of urgent and sustained humanitarian assistance to the people of Afghanistan.
In this regard the Islamic Development Bank was urged to expeditiously operationalize the Humanitarian Trust Fund by the first quarter of 2022. Meanwhile the meeting called on the OIC Member States, the Islamic Financial Institutions, donors and other international partners to announce pledges to the Humanitarian Trust Fund for Afghanistan as well as to provide humanitarian assistance to Afghanistan.
The meeting expressed deep alarm at the worsening economic situation in Afghanistan, which it pointed was further compounded by the continued freeze of overseas Afghan assets as well as other international assistance, exacerbating the urgent cash-flow problems, including payment of remuneration to public officials, and hindering the provision of essential public and social services to the people of Afghanistan.
The moot, which was also addressed by Foreign Ministers of Saudi Arabia, Turkey, Niger, Jordan, OIC Secretary General, UN’s Emergency Relief Coordinator, President Islamic Development Bank, warned that an economic meltdown in Afghanistan would lead to a mass exodus of refugees, promote extremism, terrorism, and instability, with dire consequences for regional and international peace and stability.The Council of Foreign Ministers commended Pakistan and Iran’s hospitality, in hosting millions of Afghan refugees for over four decades. It also pointed that millions of Afghan refugees are already residing in the neighbouring countries and beyond due to the protracted conflict and ensuing economic and social challenges spanning over 40 years.
The meeting stressed upon the need to support Afghanistan in addressing poverty, creating employment opportunities, and provision of essential services to its citizens, in particular food, clean water, quality education, health services.
The OIC while deciding to launch an Afghanistan Food Security Programme, requested the Islamic Organization for Food Security (IOFS) to undertake necessary work in this regard using the capacity of the Organization’s Food Security Reserves, when necessary.
It also urged the OIC Member States, international donors, the UN Funds and Programmes and other international actors to generously contribute to the Afghanistan Food Security Programme.
The meeting reiterated its call on the OIC Secretary-General to engage with donor financial institutions to provide necessary humanitarian and economic assistance to Afghanistan as well as Afghan refugees in neighbouring countries.
An urgently appeal was also made to OIC member States, international community including the UN system, international organizations, and international financial institutions to continue to provide all possible and necessary recovery, reconstruction, development, financial, educational, technical and material assistance for Afghanistan as policy tools to promote realization and enjoyment of fundamental rights and freedoms by all Afghan citizens.
The Islamabad moot also decided to appoint Ambassador Tarig Ali Bakheet, Assistant Secretary General for Humanitarian, Cultural and Family Affairs at the OIC General Secretariat, as Special Envoy of the Secretary General of the Organization of Islamic Cooperation (OIC) for Afghanistan, to coordinate aid and assistance efforts, and mandated to pursue economic and political engagement with Afghanistan, and to submit periodic reports.

9کھلاڑیوں کے کورونا وائرس کے کیسز کے باعث پاکستان اور ویسٹ انڈیز کے درمیان ون ڈے سیریز ملتوی………………..رپورٹ:اصغرعلی مبارک سے………………..پاکستان کے دورے آئی ویسٹ انڈین ٹیم کے 9کھلاڑیوں کے کورونا وائرس کا شکار ہونے کے سبب پاکستان اور ویسٹ انڈیز کے درمیان ون ڈے میچوں کی سیریز ملتوی کردی گئی ہے۔گزشتہ روز کیے گئے پی سی آر ٹیسٹ کے نتیجے میں ویسٹ انڈیز کے اسکواڈ میں کھلاڑیوں سمیت مزید پانچ افراد کے کورونا وائرس کا شکار ہونے کی تصدیق ہوئی تھی جس کے بعد پاکستان میں وائرس کا شکار ہونے والے ویسٹ انڈین وفد کے کُل اراکین کی تعداد 9 ہو گئی تھی۔دونوں کرکٹ بورڈ کی جانب سے جاری مشترکہ اعلامیے کے مطابق سیریز کو ملتوی کرنے کا متفقہ طور پر فیصلہ کیا گیا ہے اور یہ سیریز آئندہ سال جون میں دوبارہ شیڈول کی جائے گی۔
اس حوالے سے بیان میں کہا گیا کہ جمعرات کی صبح پاکستان کرکٹ بورڈ(پی سی بی) کے کووڈ پروٹوکولز کے تحت ویسٹ انڈیز کے 15 کھلاڑیوں اور عملے کے چھ اراکین کے ریپڈ انٹیجن ٹیسٹ کیے گئے اور تمام 21 اراکین کے یہ ٹیسٹ منفی آئے جس کے بعد تیسرا ٹی20 شیڈول کے مطابق منعقد کرنے کا فیصلہ کیا گیا۔تاہم دونوں ٹیموں کی فلاح کے ساتھ ساتھ دورے پر آئی ویسٹ انڈین ٹیم کے محدود وسائل کو مدنظر رکھتے ہوئے ون ڈے سیریز کو ملتوی کرنے کا فیصلہ کیا گیا اور اس کو دوبارہ جون 2022 میں شیڈول کیا جائے گا۔واضح رہے کہ یہ ون ڈے سیریز آئی سی سی مینز ورلڈ کپ سپر لیگ کا حصہ ہے جسے آئندہ ون ڈے ورلڈ کپ کے لیے کوالیفائی کرنے کے حوالے سے نمایاں اہمیت حاصل ہے۔بیان میں کہا گیا کہ اس سے ویسٹ انڈیز کو اپنے بہترین کھلاڑیوں پر مشتمل ٹیم ورلڈ کپ کے کوالیفائنگ مقابلوں میں اتارنے کا یکساں موقع میسر آئے گا۔اعلامیے کے مطابق جن کھلاڑیوں کے ٹیسٹ آج منفی آئے ہیں وہ تیسرے ٹی20 کے بعد رات میں وطن واپس لوٹ جائیں گے جبکہ جن کے ٹیسٹ مثبت آئے ہیں وہ وطن روانگی سے قبل کراچی میں اپنی آئسولیشن مکمل کریں گے اور پی سی بی ان کی کرسمس سے قبل وطن واپسی یقینی بنانے کے لیے انتظامات کرے گا۔دوسری جانب پاکستان کی ٹیم کے وہ تمام اراکین جن کے بدھ کو ہونے والے ٹیسٹ میں نتائج منفی آئے تھے، وہ بھی تیسرے ٹی20 کے بعد گھروں کو واپس لوٹ سکیں گے۔ویسٹ انڈیز کرکٹ بورڈ نے سیریز کے لیے شنادار انتظامات اور سیریز جون 2022 میں دوبارہ شیڈول کرنے کے حوالے سے تعاون کرنے پر پاکستان کرکٹ بورڈ کا شکریہ ادا کیا۔ٹی20 اور ون ڈے سیریز سیریز کے لیے پاکستان کے دورے پر موجود ویسٹ انڈیز کے وفد کے 5 مزید اراکین آج کورونا وائرس کا شکار ہوگئے تھے جن میں 3 کھلاڑی بھی شامل تھے۔خیال رہے کہ اس سے قبل پاکستان آنے کے بعد ویسٹ انڈیز کے فاسٹ باؤلر شیلڈن کوٹریل، آل راؤنڈرز روسٹن چیز اور کائل میئرز کورونا وائرس سے متاثر ہوئے تھے جبکہ ایک نان کوچنگ اسٹاف کے رکن میں بھی وائرس کی تشخیص ہوئی تھی۔ون ڈے سیریز کے تینوں میچ بھی کراچی میں 18، 20 اور 22 دسمبر کو کھیلے جانے تھے۔
