Director General South Asia Dr. Mohammad Faisal, summoned the Indian Cd’A Mr. Gaurav Ahluwalia over Ceasefire Violations by India on 19th and 20th October 2019
By;Asghar Ali Mubarak

Islamabad; The Director General (SA & SAARC), Dr. Mohammad Faisal, summoned the Indian Cd’A Mr. Gaurav Ahluwalia today and condemned the unprovoked ceasefire violations by the Indian occupation forces along the Line of Control (LoC) in Jura, Shahkot and Nausehri Sectors on 19th and 20th October, 2019. Due to indiscriminate and unprovoked firing by Indian occupation forces, including use of heavy artillery, five innocent civilians, Muhammad Rafaqat s/o Haji Azam aged 28 years, Haji Azam aged 60 years, Haji Sarfaraz s/o Ghulam Rabbani aged 47 years, residents of Village Nausadda and two non-resident civilian labourers Mr. Liaqat and Mr. Faisal, embraced shahadat, while six others, including women and children, sustained serious injuries.

The Indian occupation forces, along the LoC and Working Boundary, have continuously been targeting civilian populated areas with artillery fire, heavy calibre mortars, and automatic weapons. This escalation in ceasefire violations by India is continuing from 2017, when the Indian forces committed more than 1970 ceasefire violation.

Pakistan categorically rejects Indian media reports about so – called “launchpads” being targeted by India along the LoC. Earlier, highlighting the Indian threat to regional peace and security, Pakistan has called upon the P5 to ask India to provide information about the so – called alleged “launchpads” and stated its willingness to arrange a visit of the P5 diplomats to those locations to expose Indian falsehood. Heinous Indian targeting of civilians is a typical attempt by India to divert international attention from the humanitarian nightmare in IOJ&K.

The deliberate targeting of civilian populated areas is indeed deplorable and contrary to human dignity, International Human Rights and Humanitarian Laws. The ceasefire violations by India are a threat to regional peace and security and may lead to a strategic miscalculation.

The Director General (SA & SAARC) urged the Indian side to respect the 2003 Ceasefire arrangement; investigate these and other incidents of ceasefire violations; instruct the Indian forces to respect the ceasefire, in letter and spirit and maintain peace on the LoC and the Working Boundary. He urged that the Indian side should permit UNMOGIP to play its mandated role as per the UN Security Council Resolutions.

Advocte Muhammad Sulaiman got 1st position in over participants while ,Imran Awan got 2nd and Rabia Rafique declared 3rd awarded with handsome cash prizes along with crystal Shields.Lahore Bar (presently Lahore High Court Bar) as a collective group took birth somewhere before 1892-93 and its first President was elected in 1893. In 1910 the Executive Committee recommended that the Bar Association should be registered. The General House on 9 June 1910, accepted the recommendations and registered it as Bar Association. The earliest trace of the Lahore Bar as a body to be acknowledged and accepted starts from 1882. In October, 1882, the Judges of the Chief Court passed Resolution requesting Mr. C. H. Spitta, Barrister-at-Law (then a leading member of the legal fraternity and later to become a temporary judge of the Chief Court) to convince a Special Meeting of the Bar, to devise measures to root out touting. In compliance with this Resolution, Mr. C. H. Spitta convened a meeting of the Lahore Bar on 22 November 1882, in the Bar Room and at which five Barristers and thirteen Pleaders attended. The meeting was presided by Mr. C. H. Spitta. At the meeting, ten resolutions to root out touting were passed by the Lahore Bar and their copies transmitted to the Registrar of the Chief Court, for his attention. These were received and under the orders of the Judges, circulated by the Chief Court to all the Commissioners and Superintendents of the various Divisions for compliance. Apart from the above, there is no further evidence of the Lahore Bar till 1892-93. Out of the Association’s available records, the register containing the Minutes of the earliest General Meetings of the Chief Court Bar Association starts from the year 1893. The file dealing with the subject “Touts-High Court” amongst the High Court’s records contains the copy of a letter addressed to the Secretary of the Bar Association in 1892 and his seems to be the earliest letter traceable from the various High Court files addressed to the legal fraternity practicing in the Chief court in its capacity as an Association. From these items of evidence, it can fairly be inferred that the Lahore Bar assumed some maturity by 1882 and became an entity which commanded attention and to which the Chief Court had to look to for assistance. But the Lahore Bar as a collective group or entity took birth somewhere after 1882 and before 1892-93.
In 1910 the Executive Committee recommended that the Chief Court Bar Association should be registered and that the Secretary should take necessary steps for this purpose. The General House in its meeting held on 9 June 1910, accepted the recommendations of the Committee.

ABOUT LAHORE HIGH COURT
Lahore High Court is headed by a Chief Justice. Mr. Justice Sardar Muhammad Shamim Khan (born 1 January 1958) is a Pakistani jurist who is 48th and current Chief Justice of Lahore High Court. Mr. Justice Sardar Muhammad Shamim Khan was appointed as justice 19 February 2010 Took oath as Chief Justice of the Lahore High Court on 1 January 2019 and will be retired on 31 December 2019 .The bench consists of Justices and additional judges. The retirement age of Chief Justice and Justices is 62 years. The Additional Judges are initially appointed for one year. After that their services could either be extended or they could be confirmed or they are retired. The current Chief Justice of Lahore High Court is Justice Sardar Muhammad Shamim Khan and Court is currently made up of the following Justices (in order of seniority). The Lahore High Court is based in Lahore, Punjab, Pakistan. It was established as a high court on 21 March 1919.The Lahore High Court has jurisdiction over Punjab. The High Court’s principal seat is in Lahore, but there are benches in three other Pakistani cities: Rawalpindi, Multan and Bahawalpur. A proposal was sent by lawyers to set up new high court benches in Faisalabad, Sialkot, D.G.Khan and Gujranwala divisions but full court of Lahore High Court turned down this request.
In 1849, the East India Company defeated the Sikh Empire and assumed control of administration within the Punjab. A Board of Administration was constituted and the Punjab was divided into Divisions, Districts and Tehsils. The Divisions were controlled by Commissioners, Districts by Deputy Commissioners and Tehsils by an Assistant and Extra Assistant Commissioners.
The Board of Administration consisted of Sir Henry Lawrence, John Lawrence and Charles Grenville Mansel. In 1858 the Punjab, along with the rest of British India, came under the direct rule of the British crown and decisions with regard to administration and justice were now made under the authority of the monarch, Queen Victoria. By 1864, a proliferation of court cases necessitated an expansion to the judicial structure in the province. The Punjab Courts Act, (XIX of 1865) introduced seven grades of courts, combining judicial and administrative functions and claiming jurisdiction over civil and criminal cases. The Court of Tehsildar was the lowest court, whilst the Court of the Judicial Commissioner became the highest court in the land. Over time, as appeals to the Chief Court greatly increased, later Acts namely the Punjab Courts Act, (XVII of 1877) and Punjab Courts Act, (XVIII of 1884) repealed earlier Acts and restated the law regarding the courts’ constitution, powers and jurisdiction. Additional judges were appointed, and greater finality was granted to the decisions of the lower appellate courts. By 1884, there were four classes of courts subordinate to the Chief Court, namely the Divisional Court, the Court of the District Judge, the Court of the Subordinate Judge, the Court of Munsif. On 1 April 1919, the Chief Court of the Punjab was elevated to the status of a High Court, becoming known as Lahore High Court, by Letters Patent granted pursuant to Section 113 of the Government of India Act, 1915. The Letters Patent by King-Emperor George V also appointed a Chief Justice and six puisne justices, and declared the Court’s jurisdiction over the Punjab and Delhi provinces. The Government of India Act, 1935 removed the barrier that the Chief Justice must be a Barrister Judge and opened the position to Civilian Judges. An age limit of 60 years was set for High Court Judges. By virtue of the Government of India (High Court Judges) Order, 1937, a maximum number of Judges for the various High Courts in India was fixed. In each case the number so stated was exclusive of the Chief Justice but included all additional judges. For the Lahore High Court the maximum number was fixed at 15.On 30 September 1955, the Constituent Assembly of Pakistan established the province of West Pakistan, and gave the Governor-General the power to establish the West Pakistan High Court, which was established in 1956. Judges from the Chief Court of Sind and the Judicial Commissioners Court at Peshawar became judges at the West Pakistan High Court. On 1 January 1981; it was ordered that the Lahore High Court would create benches at Bahawalpur, Multan and Rawalpindi. The order also specified that the Lahore High Court judges could hold circuit courts anywhere in the province, with judges nominated by the Lahore High Court Chief Justice. The first Chief Justice at Lahore was Sir Henry Meredyth Plowden in 1880. The current Chief Justice is Sardar Muhammad Shamim Khan, incumbent since January, 01 2019.

It promotes sports as an integral part of children’s lives and demonstrates the benefits to health, social integration, and self-esteem. There will be an opportunity to speak to the children to hear about how sports have helped their everyday lives and community. The two teams have a mix of boys and girls from underprivileged backgrounds. One team will be captained by a boy and the other by a girl. There are two sets of children: 10 from Karachi (in the South of Pakistan) who will be playing the cricket match, with their age between 10-14 years. 20 from Sheikhupura (a city in Punjab) who will be spectators, with their age between 8-9 years.

Duke and Duchess of Cambridge witness the impact of climate change in northern Pakistan
BY;ASGHAR ALI MUBARAK
Islamabad :The impact of climate change on fragile and remote communities was seen by Their Royal Highnesses (TRH) the Duke and Duchess of Cambridge today on a visit to Pakistan’s mountainous Chitral District.TRH saw how communities are responding and adapting to the effects of climate change, which is a key area of interest for The Duke and Duchess at home and globally. They first visited the remote Chiatibo Glacier in Broghil National Park to see how climate change is causing glaciers to melt, creating risks for downstream communities. They received a detailed briefing on glacial melting, climate change and its causes and implications from Pakistani hydrometeorologist and glacier expert Dr Furrukh Bashir of the Pakistan Meteorological Department.Afterwards TRH travelled to Bumburet, home to the Kalash minority, to see the damage that flooding linked to climate change has already caused in the region, and to learn how communities are responding. They saw first-hand the extensive damage done by a 2015 Glacial Lake Outburst Flood (GLOF) and received a briefing from the community on how the lives of local people were affected. They then saw a first aid drill performed by volunteers from the local Emergency Response Team, which is supported by UK Aid, a river crossing drill performed by the regional Search and Rescue Team. Finally, TRH met members of the Kalash and Sunni communities in the settlement of Karakal, to learn more about their distinctive culture. Climate Change As climate change effects are accentuated at altitude, a 1.5°C global temperature increase (the limit of what the world might realistically be able to achieve through rapid and concerted action) is likely to mean warming of c.2.2°C for northern Pakistan’s mountains. This could lead to a loss of 36% of its glaciers by 2100.The melting of the region’s glaciers poses immediate problems for the communities living below them. Temporary glacial lakes have been forming at an increasing rate and expanding in volume since the 1990s. When these burst, in ‘Glacial Lake Outburst Flooding’ incidents (GLOFs), downstream communities are often devastated. A GLOF in Bumburet in 2000 destroyed 40% of cultivatable land, and another in 2015 washed away roads, houses and other infrastructure. Disaster preparedness training and monitoring equipment installed by NGOs meant there was enough warning of the 2015 GLOF for the community’s volunteer Emergency Response Team to evacuate those at risk. As a result, no lives were lost. Broghil National Park Established in 2010 with support from the WWF, Broghil National Park is a haven for indigenous and migratory fauna, especially rare Pamirian and Siberian birds. The Broghil Valley is largely treeless Alpine tundra, at around 3500m in elevation. It stretches over 310,000 acres and is sparsely populated. The settlement of Ishkarwaz, close to the Chiatibo Glacier, is home to the world’s highest polo ground, which every year hosts a celebrated yak polo tournament. The Park is in the remote and sparsely populated north-east of the Chitral District, adjacent to the Wakhan Corridor, a strip of Afghanistan which borders Pakistan to the south and Tajikistan to the north. The Hindu Raj range and the many glaciers that flow from it form the southern side of the Broghil Valley. The UK Government, through DFID, is contributing to a pioneering project, called Building Disaster Resilience in Pakistan, which looks at how to provide early warning of GLOF events to downstream communities. This is now being scaled up into a programme covering vulnerable communities across northern Pakistan. £33.9m of UK aid has been provided so far. The world’s poorest communities are often the hardest hit by the consequences of climate change – this community is a key example. The UK is committed to ensure that resilience building for local

ISLAMABAD; The Communications Secretary to the Duke and Duchess of Cambridge has today issued the following statement:
Their Royal Highnesses The Duke and Duchess of Cambridge will undertake an official visit to Pakistan between Monday 14th and Friday 18th October, at the request of The Foreign and Commonwealth Office. This will be Their Royal Highnesses’ first official visit to Pakistan. Whilst The Duke and Duchess’s programme will pay respect to the historical relationship between Britain and Pakistan, it will largely focus on showcasing Pakistan as it is today – a dynamic, aspirational and forward-looking nation. From the modern leafy capital Islamabad, to the vibrant city of Lahore, the mountainous countryside in the North, and the rugged border regions to the West, the visit will span over 1000km, and will take in Pakistan’s rich culture, its diverse communities, and it’s beautiful landscapes. Throughout the tour, Their Royal Highnesses will visit programmes which empower young people, and organisations that help ensure they have the best possible start in life. Access to quality education, particularly to girls and young women is one of the UK’s top priorities in Pakistan. The Duke and Duchess are looking forward to spending time meeting young Pakistanis, and hearing more about their aspirations for the future. Their Royal Highnesses’ programme will also cover how communities in Pakistan are rapidly responding and adapting to the effects of climate change. This a key area of interest for Their Royal Highnesses; they are keen to learn more about the climate change issues affecting Pakistan and our world, and the positive work being undertaken to combat these challenges. Their Royal Highnesses will also spend time understanding the complex security picture in Pakistan. They will learn more about the challenges and opportunities, both of the past and today. The UK has been a key partner for Pakistan, and The Duke and Duchess will meet UK and Pakistan military personnel who are sharing expertise to improve security. As with previous overseas visits, The Duke and Duchess have asked that this tour allow them opportunities to meet as many Pakistanis as possible. Over the course of the visit, Their Royal Highnesses will meet a wide variety of people, including children and young people, leaders from government, business and the charity sector, inspiring conservationists, and well-known cultural figures and sporting stars. This is the most complex tour undertaken by The Duke and Duchess to date, given the logistical and security considerations. Pakistan hosts one of Britain’s largest overseas networks, with the British High Commission in Islamabad being one of the UK’s largest diplomatic missions in the world. The UK’s links with Pakistan are extensive, and Their Royal Highnesses are looking forward to building a lasting friendship with the people of Pakistan.
