Pakistan’s policy of restraint should not be construed as weakness: Pakistani foreign office Spokesperson Dr. Muhammad Faisal
Islamabad:
The Pakistani foreign
office Spokesperson Dr. Muhammad Faisal said that Pakistan’s policy of
restraint should not be construed as weakness.
Responding to a question during his weekly press briefing in
Islamabad on Thursday, Dr. Muhammad Faisal said belligerent statements from
India have become a regular feature.
The spokesperson Dr. Muhammad Faisal said Pakistan is open to
hold dialogue with India but it should be a two way communication.
To a question, Dr. Muhammad Faisal said India is a serial
alleger and it has become its second nature to blame Pakistan for any
development without blinking an eye.
Dr. Muhammad Faisal said Pakistan is confident that this
malicious propaganda will neither mislead the international community nor the
discerning people in India itself.
Replying to a question regarding recent Indian media reports
that Ajmal Kassab was an Indian citizen, the spokesperson Dr. Muhammad
Faisal said such reports give further credence to the concerns already raised
by several quarters in this context.
Answering a question, the Spokesperson Dr. Muhammad Faisal said
Pakistan has been raising voice against the continuing oppression against the
people of Kashmir and Palestine and it will continue supporting them in future
as well.
Regarding US President Donald Trump’s tweet concerning Pakistan,
the Spokesperson Dr. Muhammad Faisal said leadership of Pakistan has taken a
strong exception to these unsubstantiated remarks.
Dr. Muhammad Faisal said Prime Minister Imran Khan and Foreign
Minister Shah Mehmood Qureshi have issued tweets in this regard to set the
record straight.
On direct contacts between the United States and Afghan Taliban,
Dr. Muhammad Faisal said it is a welcome development as Pakistan has long been
insisting that solution to the conflict in Afghanistan lies in a politically
negotiated peace settlement.
To another question, the spokesperson Dr. Muhammad Faisal said
Kabul has not yet shared any information with Islamabad regarding the
assasination of SP Tahir Dawar in Afghanistan.
Dr. Muhammad Faisal said Pakistan expects the Afghan authorities
to carry out investigations into this incident and keep it abreast of the
development. He said we are also investigating the matter at our end.

At the invitation
of the Dr. Mahathir Mohamad, Prime Minister of Malaysia, the Prime Minister of
Pakistan undertook an official Visit to Malaysia from 20-21 November 2018.
During the visit, the Prime Minister Imran Khan was accorded a ceremonial
welcome at the Perdana Square, Prime Minister’s Office, Putrajaya by the Prime
Minister of Malaysia.
The two Prime
Ministers held bilateral and delegation level meetings in which in-depth
discussions were held in a warm and cordial atmosphere covering a wide range of
bilateral, regional and international issues of mutual interest.
Prime Minister
congratulated the Prime Minister of Malaysia on his electoral victory and
commended the smooth and peaceful transition of power from the previous
government.
The two leaders
welcomed the establishment of Bilateral Consultation mechanism between the
senior officials of both Ministries of Foreign Affairs as the mechanism to
intensify engagements between both sides. They also reaffirmed their support
for holding regular discussions to strengthen bilateral economic ties, expand
trade and investment, create favourable conditions for commerce and business in
both countries, particularly in palm oil, agricultural products, food retail,
halal products, automotive parts, energy, science and technology, and
telecommunication. The Prime Minister of Malaysia committed to assist Pakistan
in addressing its energy shortfall. In this regard, the Prime Minister welcomed
Malaysia’s cooperation in LNG and other energy sectors including hydroelectric
and renewable resources.
The Malaysian side
took note of the massive counter-terrorism efforts that Pakistan has
successfully undertaken in an effort to eliminate terrorism.
Prime Minister
Imran Khan briefed Prime Minister Tun Mahathir on the grave human rights
situation in Kashmir and in this regard referred to the Reports of UNOHCHR,
Amnesty International, International People’s Tribunal and All Parties
Parliamentary Kashmir Group, UK. He also discussed the role of OIC Contact
Group on Kashmir to highlight the issue.
Both leaders
witnessed the signing of the Partial Visa Abolishment Agreement (PVAA) which
will reinforce the positive momentum in the bilateral relationship by
broadening contact at the officials’ level between the two countries.
On the invitation
of His Highness Sheikh Muhammad bin Zayed Al Nahyan, the Crown Prince of Abu
Dhabi and Deputy Supreme Commander of UAE Armed Forces, Prime Minister Imran
Khan paid an official visit to the United Arab Emirates on 18 November 2018.
The Prime Minister
was accompanied by a high-level delegation comprising Foreign Minister Makhdoom
Shah Mahmood Qureshi, Finance Minister Asad Umar, and Minister for Petroleum
Ghulam Sarwar Khan, Minister for Power Omar Ayub Khan, Advisor on Commerce
Abdul Razak Dawood and Chief of Army Staff General Qamar Javed Bajwa.
The Prime Minister
was received by His Highness Sheikh Muhammad bin Zayed Al Nahyan and accorded a
ceremonial reception at the Presidential Palace, which was followed by
delegation level talks. In Dubai, the Prime Minister was received by His
Highness Sheikh Muhammad bin Rashid Al Maktoum, the Vice President and Prime
Minister of the UAE and Ruler of Dubai.
This was the
second visit of Prime Minister Imran Khan to the UAE in as many months. The
visit underscored the strength and substance of the Pakistan-UAE special
relationship, which is based on the spirit of mutual affection and deep trust,
and rooted in age old civilizational, religious, cultural and commercial
affinities.
The Prime Minister
extended an invitation to H.H Sheikh Mohammed Bin Zayed Al Nahyan, to visit
Pakistan on mutually convenient dates which he has happily accepted.
Now some
highlights from Indian occupied Jammu and Kashmir, where Indian atrocities and
savagery against innocent Kashmiris continue unabated.
Indian occupation
forces, during the so-called search and cordon operations martyred seven
Kashmiris including Prominent Hurriyet leader and Tehreek-e-Hurriyat district
President Hafeezullah Mir, YawarWani, Basarat Ahmad Neegro, Mehrajud Din Najar,
Abid Nazir Chopan and Anam-ul-Haq in Islamabad and Shopian districts of the
Indian occupied territory.
Pakistan condemns
in the strongest terms the brutal assassination of a Kashmiri leader Hafizullah
Mir and the continuing Indian atrocities in Io Jammu and Kashmir, including the
killings of 3 Kashmiris and injuring at least 8 others, among them 3 minor
girls on 20 November 2018. We also condemn the farcical, concocted and fabricated
bunch of lies in the form of Indian NIA charge sheet against Asiya Andrabi.
Continuing Indian attempts to label the legitimate struggle for
self-determination as terrorism has failed and will continue to do so in the
future. The incarceration of Kashmiri leaders on baseless charges violates the
human rights charter and makes mockery of Indian claims to be the so called”
world’s largest democracy”. India needs to accept the reality of its failure to
try and label every Kashmiri, irrespective of gender & age from women to
old men and children as a terrorist/militant.
We appreciate the
statement of the OIC Secretary General conveying firm support of the OIC to the
Kashmiris and once again call for the establishment of COI recommended by the
OHCHR.
On 16 November
2018, the 9th meeting of the annual Pakistan – European Union
Joint Commission was held in Islamabad which was preceded by meetings on trade;
development cooperation; democracy, governance, the rule of law and human
Rights from 13-15 November 2018. The Joint Commission provided an opportunity
to exchange views on the priorities of the newly-elected government and to
discuss ongoing and future cooperation in areas such as peace and security,
migration, trade, human rights, development, energy, climate, education,
governance and regional connectivity.
Foreign Minister
Shah Mahmood Qureshi represented Pakistan at the Sir Bani Yas Forum. The Forum,
attended by both current and former Foreign Ministers from many countries
deliberated upon the regional situation in Middle East and the issues
confronting the region at large. Foreign Minister Qureshi presented Pakistan’s
view of the current situation in the Middle East. On the sidelines,
the Foreign Minster met the UAE Foreign Minister Sheikh Abdullah bin Zayad
Alnahiyan where bilateral cooperation and regional issues of mutual interest
were discussed. The Foreign Minister met his Norwegian counterpart, Ms. Ine
Eriksen Soreide, Recognizing the positive developments in bilateral relations;
the two Foreign Ministers stressed upon the need to further promote bilateral
relations in all areas of mutual interest, including political, economic, trade
and investment, education, culture and parliamentary exchanges.
The Foreign
Minister invited Norwegian companies to invest in Pakistan in renewable energy,
water and waste management, fisheries, and ports and shipping, emulating the
successful business model of Telenor in the country. Foreign Minister Ine
Eriksen Soreide invited the Foreign Minister Qureshi to visit Norway.
This Ministry and
our Missions abroad have remained actively engaged for the welfare of our
nationals abroad, especially those requiring assistance. Our Embassy in Kuwait
remained engaged in helping the Pakistani passengers stranded in Kuwait, as a
result of suspension of air operations in Kuwait City on 16 November 2018. The
transiting passengers were accorded all sorts of assistance possible by the
officers and staff of the Embassy. Our Ambassador personally intervened in the
matter, pressing upon the Head of operations of Kuwait Airlines to accommodate
our nationals on priority. As a result of these efforts all stranded passengers
were finally flown home, safely, the next day i.e. on 17 November.
I would like to
express profound condolences to the family and friends of our brilliant student
Mr. Usama Ahmad Khan, a student of Shenyang Jianzhu University, Shenyang City,
Liaoning Province, who passed away in China. Our Mission in China completed the
procedures of the transportation of the dead body from Shenyang City to Beijing
and from Beijing to Islamabad, within minimum time period.
At this juncture I
would like to mention that a free, vibrant and responsible media is
quintessential to the work that we do. However, curbing the spread of fake
news and videos, the latest instance being the video allegedly of Mr. Usama
Ahmed Khan, is our shared responsibility. A credible media with objective
reporting is what we all believe in and aspire to achieve.

After the brutal
murder of SP Tahir Dawar in Afghanistan, is there any Joint Investigation Team
formed from Pakistan and Afghanistan to conduct inquiry into the murder of the

We strongly
condemn the killing of SP Tahir Dawar. The entire episode of the discovery of
Tahir Dawar’s dead body in Afghanistan till its handing over to Pakistani
authorities is really painful for us. Afghanistan has not shared any
information with us yet. We hope that Afghan authorities will carry out the
investigations and keep us abreast of the developments. We are also
investigating the matter at our end.

Sir, two very
short questions – First of all, although Pakistan has taken a very strong
position on the remarks and diatribe of President Trump, yet the response given
by Pakistan contains two elements; One, Pakistan took the credit of wiping out
and annihilating Al Qaeda and secondly we mentioned that the operation to take
out OBL could not have been possible without intelligence sharing from our
side. What do you have to say about this?
My second
question is that Prime Minister Imran Khan is undertaking foreign visits far
and wide. However, he has not visited our neighbors like Afghanistan, Iran and

The Prime Minister tweeted about this on Monday evening. The Foreign
Minister also made a statement, setting the record straight. Foreign Secretary
called in the US Cd’A in her office. A detailed press release was issued by the
Ministry on Tuesday.It has been a matter of record that Pakistan extended
intelligence cooperation to the US which resulted in the killing/capturing of
scores of high value Al-Qaeda leaders.
Regarding your
second question, please note that Foreign Minister Makhdoom Shah Mahmood Qureshi
visited Afghanistan. Other such visits are also in the offing.
Regarding your
question on OBL, it has been a matter of record that Pakistan has extended

relates to President Trump. We have seen that as soon as President Trump makes
a statement, another statement from the American State Department is issued
which is apparently opposite to what the President of USA has said. Do you

second question first. Our Prime Minister has already spoken on the matter. We
stand by the position taken by him.
On your first
question, we have seen that such belligerent statements are repeatedly made
from across our Eastern border. However, we maintain that restrain, wisdom and
prior thinking is required which we do not see from the Indian side. I would
like to once again underscore that any restrain on our part must not be
misconstrued as a sign of weakness.

Representative on Afghanistan Mr. Zalmay Khalilzad undertook a visit to the
region, during a press conference in Kabul, he has expressed optimism that a
peace deal will be achieved soon. What are your comments on this? Also, have
the dates for the US Special Representative’s visit to Pakistan been

We are aware of
direct contacts between the US and the Taliban. It is a welcome development as
we have long been insisting that the solution to the conflict in Afghanistan
lies in a politically negotiated peace settlement. We are pleased that others
are also arriving at the same conclusion. During his visit to Pakistan,
Ambassador Zalmay Khalilzad had held detailed discussions with us on Afghan
peace process. Regarding the dates, I mentioned earlier as well that dates are
being finalized through diplomatic channels. They shall be announced when
finalized.

Ansari is an Indian national who is being held in Pakistan on the charges of
espionage. He was sentenced to three years imprisonment, which according to
information shared by the Peshawar High Court, is completing on 14th December
2018. Will he be deported after completion of his sentence?

of invitation to a multilateral event to any member is in violation of
inter-state conduct and the basic norms of diplomacy. Such actions serve no

We have seen
reports, which appeared in the Indian press, regarding issuance of a
certificate of domicile, dated 21 October 2018, to one, Ajmal Kasab, in
Bidhoona Tehsil in Auraiya district of the Indian State of Uttar Pradesh.
Happenings such as these lend further credence to the concerns already raised
by several quarters in this context. Our Prime Minister had proposed a meeting
of both Foreign Ministers at the sidelines of the UNGA to evolve a way forward
to discuss all outstanding issues. This included terrorism about which
Pakistan has its own specific concerns including that emanating from India, as
is evident by the confession of Commandar Jadhav and other information.
However, this was peremptorily cancelled by India on baseless pretexts.

categorically rejects these baseless allegations. India is a habitual alleger
and it has become its second nature to blame Pakistan for any negative
development, without blinking an eye. The purpose of such smear and unfounded
allegations by the Indian authorities is to cover up India’s own failures,
externalize its internal problems and drag Pakistan into its domestic political
fray during the election season. Pakistan is confident that this malicious
propaganda would be able to mislead neither the international community nor the
discerning people in India itself.
Regarding your
second question, the administrative control of Sikh Holy places like Gurdawara
is with the Sikh community. We do not interfere in their internal matters. As
far as Indian allegations are concerned, I have already stated that India is a
habitual alleger and I will not dignify such preposterous allegations with a
response.

this injustice and will continue to do so.

I will take your
second question first. We are not afraid of such threats. As far as your first
question, India needs to show seriousness and sincerity in the dialogue
process. Indeed, the Kashmiris, Pakistan and India are all stakeholders in the
resolution of Jammu and Kashmir dispute. It must be understood that it is the
Kashmiris who have to decide on their fate, through the UN administered
plebiscite, as per the United Nations Security Council Resolutions. India must seriously
begin the dialogue process with Pakistan. Our Prime Minister’s letter to his
Indian counterpart contained a comprehensive roadmap and a plan on the way
forward. India accepted the offer only to renege on their commitment the very
next day. In this scenario, how can we move forward if India is continuously
shying away from the dialogue process.

3838 visas to Sikh Yatrees from India. They are here and we welcome them.
We expressed our
desire to discuss all matters with India. No person less than our Prime
Minister wrote to the Indian Prime Minister expressing our desire to engage
with India in all matters which included people to people contacts, religious
tourism and all other matters that you refer to in your question. You are all
aware of the Indian response. We, on our part, continue to make efforts but in
the absence of positive response from the other side, the success of our
efforts cannot be assured.

an end. Is it expected that a Head of State level visit will take place before
the end of this year. Previously, we heard that the Russian President and at

the status of such a visit by Russian HOS to Pakistan? Which other Heads of
State are expected to visit Pakistan this year?
Also, I
would like to have your comment on the incident of firing on camps of Rohingaya

On Rohingaya
Muslims, our position is very clear and I need not repeat it. We stand by
Rohingaya Muslims.
Regarding your
question about visits, we update you as and when they are scheduled. Details of
such high profile visits cannot be shared in advance and are only made public
once details are finalized. With the current government, having an active
outreach and engagement policy, the rate of visits is high with both incoming
and outgoing visits and we will update you on such visits as and when a final
decision is reached.
With Russia, a
major reach out has taken place. The process continues. Any further
development, in this regard, will be share with the media accordingly.

The Pakistani foreign
office Spokesperson Dr. Muhammad Faisal said that Pakistan’s policy of
restraint should not be construed as weakness.
Responding to a question during his weekly press briefing in
Islamabad on Thursday, Dr. Muhammad Faisal said belligerent statements from
India have become a regular feature.
The spokesperson Dr. Muhammad Faisal said Pakistan is open to
hold dialogue with India but it should be a two way communication.
To a question, Dr. Muhammad Faisal said India is a serial
alleger and it has become its second nature to blame Pakistan for any
development without blinking an eye.
Dr. Muhammad Faisal said Pakistan is confident that this
malicious propaganda will neither mislead the international community nor the
discerning people in India itself.
Replying to a question regarding recent Indian media reports
that Ajmal Kassab was an Indian citizen, the spokesperson Dr. Muhammad
Faisal said such reports give further credence to the concerns already raised
by several quarters in this context.
Answering a question, the Spokesperson Dr. Muhammad Faisal said
Pakistan has been raising voice against the continuing oppression against the
people of Kashmir and Palestine and it will continue supporting them in future
as well.
Regarding US President Donald Trump’s tweet concerning Pakistan,
the Spokesperson Dr. Muhammad Faisal said leadership of Pakistan has taken a
strong exception to these unsubstantiated remarks.
Dr. Muhammad Faisal said Prime Minister Imran Khan and Foreign
Minister Shah Mehmood Qureshi have issued tweets in this regard to set the
record straight.
On direct contacts between the United States and Afghan Taliban,
Dr. Muhammad Faisal said it is a welcome development as Pakistan has long been
insisting that solution to the conflict in Afghanistan lies in a politically
negotiated peace settlement.
To another question, the spokesperson Dr. Muhammad Faisal said
Kabul has not yet shared any information with Islamabad regarding the
assasination of SP Tahir Dawar in Afghanistan.
Dr. Muhammad Faisal said Pakistan expects the Afghan authorities
to carry out investigations into this incident and keep it abreast of the
development. He said we are also investigating the matter at our end.

پاکستانی دفتر خارجہ کے ترجمان ڈاکٹر محمد فیصل نے کہا ہے کہ پاکستان بھارت کے ساتھ دہشت گردی سمیت تمام امورپر مذاکرات کےلئے تیار ہے پاکستان کی ضبط و تحمل کی پالیسی کو کمزوری نہ سمجھا جائے۔جمعرات کو اسلام آباد میں ہفتہ وار نیوز بریفنگ کے دوران ایک سوال پر ترجمان پاکستانی دفتر خارجہ ڈاکٹر محمد فیصل نے کہا کہ بھارت کی طرف سے اشتعال انگیز بیانات معمول بن گئے ہیں۔ انہوں نے کہا کہ پاکستان بھارت کے ساتھ دہشت گردی سمیت تمام امورپر مذاکرات کےلئے تیار ہے۔ایک اور سوال پر انہوں نے کہا کہ الزام تراشی بھارت کا معمول ہے اور کسی بھی واقعے پر آنکھ جھپکے بغیر پاکستان پر الزام عائد کرنا اس کی دوسری عادت بن چکی ہے۔انہوں نے کہا کہ پاکستان کو یہ یقین ہے کہ اس منفی پروپیگنڈے سے نہ عالمی برادری اور نہ ہی بھارتی عوام کو گمراہ کیا جاسکتا ہے۔ بھارتی ذرائع ابلاغ کی حالیہ رپوٹوں جس میں اجمل قصاب کو بھارتی شہری قرار دیاگیا ہے ، سے متعلق سوال پر ترجمان نے کہا کہ ان رپورٹس سے اس حوالے سے مختلف حلقوں کی جانب سے پہلے سے ظاہر کئے گئے خدشات کو مزید تقویت ملی ہے۔

پاکستانی ہاکی ٹیم عالمی کپ جیت سکتی ھےانڈر ڈاگ پاکستانی ٹیم عالمی کپ کی ڈارک ہارس ثابت ہوگی اس وقت پاکستانی ٹیم پر کوئی پریشر نہیں ،جبکہ پاکستان کو کنڈیشن بھی پاکستان جیسی دستیاب ہوگی ،پاکستان کو بھارت میں ہمیشہ کراوڈ کی سپورٹ حاصل رہی ھے ماضی کے ریکارڈز کو مد نظر رکھتے ھوے دیکھا جاۓ تو پاکستانی ٹیم کا بھارت میں جذبہ قابل دید ہوتا ھے ھاکی پاکستان کا قومی کھیل ہی نہیں بلکہ عوام کو اس کھیل کے ساتھ جذباتی وابستگی رھی ھے ہے۔ پاکستان ہاکی ٹیم عالمی کپک ی کامیاب ٹیموں میں سے ایک ہے۔ جس نے چار مرتبہ ہاکی کا عالمی کپ جیت کر ایک عالمی ریکارڈ قائم کیا پاکستان عالمی کپ1971، 1978، 1982 اور 1994۔ فاتح رہا ،عالمی کپ میں پاکستان ہاکی ٹیم کی کارکردگی پرھر پاکستانی کو فخر ھے اور اسی فخر کے ساتھ ایک بار پھر پاکستانی ٹیم بھارت میں ماضی جیسی کارکردگی دکھانے کیلئے بے چین نظر آرھی ھے ابھی چند دنوں پہلے پاکستان ایشین چمپین ٹرافی مسقط میں بھارتی ٹیم کے ساتھ مشترکہ چمپینز کیساتھ گولڈ میڈل کا حقدار ٹھرا ھے اور اب عالمی کپ مقابلوں میں فاتح بن کر پاکستانی سبز ھلالی پرچم کو بلند اور قومی ترانے کی گونج بھارت کے کونے کونے میں پہچانے کی جستجو میں کوشاں ھیں اس سلسلے کو دوام بخشنے کیلئے پاکستانی قوم کے ساتھ مظلوم کشمیروں کی دعائیں بھی شامل ہونگی مجھے الله رب العزت سے بھر پور یقین ھے کہ اس بار پاکستان کی ٹیم ماضی کی کارکردگی کو درھاتے عالمی کپ کا تعفہ دے گی آخری بار جب آسٹریلیا 1994ء میں پاکستان فاتح بن لوٹا تو پلنٹی سٹروک روک کر ٹیم کو فتح یاب کرانے والے ہیروگول کیپر منصور احمد مرحوم عالمی کپ کی ٹرافی لیکر میرے گھر واقع ڈھوک حسو راولپنڈی آ ۓ منصور احمد مرحوم میرے انتہائی مخلص دوستوں میں سے ایک تھے جن خوائش تھی پاکستان ٹیم انکی زندگی میں عالمی کپ جیتے عالمی کپ آسٹریلیا 1994ء پاکستان فاتح ٹیم نے کھیلے گے 7میچوں میں 6جیتےاور ایک میچ ہارا تھا عالمی کپ بھارت 1982ء میں پاکستان فاتح ٹیم نے تمام 7 میچوں میں کامیابی حاصل کی تھی اورنمبرون ٹیم بنی جبکہ بھارت میں 2010ءپلے آف میں پاکستانی ٹیم بارہواں نمبر ہی حاصل کرسکی تھی آخری بار پاکستانی ٹیم ہالینڈ میں ہونے والوں مقابلوں کیلئے کوالیفائی نہ کرسکی تھی اور تاریخ میں ایسا پہلی بار ہوا تھا جب پاکستانی ٹیم کوالیفائی نہ کرسکی،پاکستان عالمی کپ کا بانی ملک ھے جس نے عالمی کپ ٹرافی گفٹ کی تھی اور پہلی بار اسپین میں بارسلونا کے مقام پر 1971ء فاتح ٹیم کی حیثیت سے نمبرون پوزیشن حاصل کی تھی کھیلے گے 6میچوں میں4 جیتے ا ور ایک برابر کھیلا ایک ہارا میچ ہارا تھا،ہالینڈ میں ہونے والے 1973ء عالمی کپ پاکستان سیمی فائنل ہارنے پر چوتھے نمبر پر رہی ،ملائیشیا 1975ء عالمی کپ کا فائنل پاکستان ہارا اور دوسرانمبر پر رہ کر چاندی کا تمغہ حاصل کر سکی ،ارجنٹائن 1978ء عالمی کپ میں پاکستان ایک بار پھر فاتح رہی اور تمام 8 میچوں میں فتح یاب ھوئی ،یہ سلسلہ عالمی کپ بھارت 1982ء میں جاری رہا اور ٹیم پاکستان فاتح اور نمبر ون رہی جس نےتمام 7میچوں میں کامیابی حاصل کی ، پاکستان 1990ء میزبان تھا فائنل میں ہالنڈ نے ہرایا لاہورمیں عالمی کپ کے 7 میں 4کامیابی 1 میچ برابراور 2 میں شکست ہوئی ،تاہم شہباز سینئر کی کپتانی میں بدلہ عالمی کپ آسٹریلیا 1994ء می چکا دیا فاتح پاکستانی ٹیم نے 7میچوں 6جیتےاور 1میچ ہارا فائنل میں پاکستان پیلنٹی سٹروک روک کرگول کیپر منصور احمد ٹیم کو فتح یاب کرایا ،ہالینڈ میں ہونے عالمی کپ 1998ء پلے آف مقابلوں کے بعد پاکستان کا نمبر پانچواں تھا پاکستان نے 7میچوں میں5جیتےا ور 2 میچ ہارے تھے عالمی کپ ملائیشیا2002ء میں بھی پلے آف مقابلوں کے بعد پاکستان کا پانچواں نمبر رہا کھیلے گے 9میچوں میں سے 6 میچوں میں کامیابی اور 3میں ناکامی ھوئی ،عالمی کپ جرمنی 2006ء میں پلے آف کے بعد پاکستان نمبر چھٹاتھا کھیلے گے 7میچوں میں صرف 2میں فتح 2برابر اور 3 میں شکست ہوئی آخری بار پاکستان عالمی کپ بھارت 2010ء میں شامل ہوا جبکہ پلے آف میچوں کے بعد ٹیم پاکستان کا نمبر بارہواں تھا کھیلے گے 6میچوں میں صرف 1میچ میں کامیابی حاصل کیجبکہ 5میچوں میں شکست کا سامنا کرنا پڑا بدترین کارکردگی کی وجہ سے پاکستان کی عالمی درجہ بندی میں کمتر درجے پر رہنے کی وجہ سے کوالیفائ نہ کر سکی تھی اس وقت اولمپکس چیمپئنز ارجنٹائن، یورپی چیمپئنز ہالینڈ، ملائیشیا،کینیڈا،انگلینڈ،انڈیا بھارت میں شیڈول عالمی کپ میں سخت حریف ٹیموں کی حیثیت سے موجود ہیں اور کانٹے دار مقابلوں کی امید ھے اولمپکس چیمپئنز ارجنٹائن اور یورپی چیمپئنز ہالینڈ نے ہاکی ورلڈ لیگ سیمی فائنل راونڈ میں فتوحات کے بعد اس سال دسمبر میں انڈیا میں ہونے والے ہاکی ورلڈ لیگ فائنل ایونٹ کے لیےکوالیفائی کیا برازیل ریو 2016 اولمپک میں گولڈ میڈل جیتنےوالی ارجنٹینی ٹیم بھی عالمیکپ کی فاتح ٹیم بننا چاہتی ھے،پاکستان ہاکی فیڈرشن کی موجودہ منیجمنٹ ہاکی کھیل کو بام عروج پر پھچا نے کے لیے پوری طرح کوشاں ھے ،صدر پی ایچ ایف بریگیڈیر خالد سجاد کھوکھر اپنی کوشش میں دن رات مصروف عمل ھیں ، حالیہ تربیتی کیمپ میں ماضی کی ہاکی فتوحات کو بنیاد بنا پاکستانی ٹیم کا مورال بلند کیا گیا ہاکی پاکستان کا قومی کھیل اور دنیا میں پاکستان کی پہچان ھے،دنیا کے بیشتر لوگ پاکستان کو ہاکی کھیل کی شاندار فتوحات کی بدولت جانتے ھیں ، ہاکی کے ورلڈ کپ کوایفائنگ راؤنڈ میں کینیڈا کی مہربانی سے پاکستان ہاکی ٹیم کو ورلڈ کپ کھیلنے کے لیے لائف لائن ملئ کینیڈا نے سکاٹ لینڈ کے خلاف میچ برابر کھیل کرپاکستان کو کوارٹر فائنل میں پہنچادیا جس کے بعدپاکستان کے پاس ٹورنامنٹ کے ذریعے میگا ایونٹ میں جگہ بنانے کا موقع ملا سیکر ٹری پی ایچ ایف ہاکی لیجنڈ شہباز پاکستان ہاکی کےان سات عظیم کپتانوں میں شامل ھیں جو عالمی کپ کے فاتح کپتان رھےماضی میں 1950 کے اولمپکس میں پاکستان کے لئے گولڈ میڈل ٹیم کپتان بریگیڈئر (ر) عبدالحمید حمیدی۔1960 اولمپکس گولڈ میڈل لانے والی ٹیم کپتان ڈاکٹر طارق عزیز۔1984 اولمپکس پاکستان کے لئے گولڈ میڈل لانے والی ٹیم کے کپتان منظور الحسن جونئیر 1971ورلڈ کپ جیتنے والی ٹیم کے کپتان خالد محمود۔1978 پاکستان کے لئے ورلڈ کپ جیت کر لانے والی ٹیم کے کپتان اصلاح الدین۔1982میں پاکستان کے لئے ورلڈ کپ جیت کر لانے والی ٹیم کے کپتان اختر رسول ،1994میں پاکستان کے لئے ورلڈ کپ جیت کر لانے والی ٹیم کے کپتان شہباز احمد سینئر تھے ۔ سیکر ٹری پی ایچ شہباز سینئرکا کہناھے کہ یہ ہاکی عالمی کپ پاکستان ہاکی کے شاندار ماضی کی یاد دلاتی ھے ۔ سواضح رہے کہ نریندرا بٹرا کو نومبر2016 میں انٹرنیشنل ہاکی فیڈریشن کا صدر منتخب کیاگیا تھا، بھارت نےپاکستان سے کھیلوں کے روابط ختم کررکھے ہیں، کرکٹ کے بعد اب ہاکی کی باہمی سیریز بھی منعقد نہیں ہوپا رہی، بھارت عالمی کپ بھوبینشور کی میزبانی کرے گا جس کیلیے پاکستان ٹیم کا ا علان کر دیا گیا ھےپاکستان کی اس وقت عالمی نمبر 13 ہے ،پاکستان ہاکی فیڈریشن نے ہاکی عالمی کپ 2018ء کیلئے 18 رکنی ٹیم کا اعلان کردیا ھے ، رضوان سینئر کپتان اور عماد بٹ نائب کپتان ہوں گے۔ ایونٹ 28 نومبر سے بھارت میں کھیلا جائے گا۔پاکستان ہاکی ٹیم میں شامل دیگر کھلاڑیوں میں عمران بٹ، مظہر عباس،عرفان سینئر، علیم بلال، مبشر علی، توثیق ارشد، علی شان، محمد عتیق، عرفان جونیئر، ابوبکر، اعجاز احمد شامل ہیں،عالمی کپ 2018ء بھارت میں پاکستان ٹیم گروپ ڈی میں جرمنی، ملائیشیا اور ھا لینڈ کے ساتھ ہے۔پاکستان ٹیم اپنا پہلا میچ جرمنی کیخلاف یکم دسمبر، دوسرا 5 دسمبر کو ملائیشیا اور تیسرا ھا لینڈ کیخلاف 9 دسمبر کو کھیلے گی

سپرنٹنڈنٹ پولیس طاہر خان داوڑ کا اسلام آباد سے اغوا افغانستان میں قتل …. ’سیف سٹی‘ پولیس وفاقی دارالحکومت کو محفوظ بنانے میں ناکام ،

……اسلام آباد ’سیف سٹی‘ پولیس اور سول انتظامیہ وفاقی دارالحکومت محفوظ بنانے میں ناکام ھوچکی ھے اسلام آباد سے اغوا ہونے والے سپرنٹنڈنٹ پولیس (ایس پی) طاہر خان داوڑ،کو جو پشاور پولیس کے دیہی سرکل کے سربراہ تھے،ان کو 26 اکتوبر کو اسلام آباد کے علاقے جی-10 سے اغوا کیا گیا پاکستان ہر شہری سوال اٹھا رھا کہ کس طرح اغوا کار ایک اعلی پولیس افسر کو اغوا کرکے اسلام آباد سے افغانستان لے گے،کیا کسی کیمرے نے یہ واقعہ نہیں ریکارڈ کیا کیا کسی ناکے چیک پوسٹ پر افغانستان لیجاتے ہمارے شیر جوانوں نے نہیں روکا ،کیا اغوا کاروں نے سلیمانی ٹوپی پہن رکھی تھی کہ مغوی سپرنٹنڈنٹ پولیس (ایس پی) طاہر خان کو کسی نے افغانستان لے جاتے نہیں روکا ہمارا یہ کہنا درست نہیں کہ ”ھم سب محفوظ ھیں” طاہر خان کی لاش افغانستان کے صوبے ننگر ہار سے ملی نعش کو طورخم میں پاک افغان سرحد پر افغانستان سے وصول کر لیا گیا ھے لیکن نعش کے ساتھ کئ سوال بھی پاکستانی سیکورٹی اداروں کو مل چکے ھیں نکٹا کو فعال و متحرک کرنا لازمی ھو چکا دھشت گردوں اور انکے سہولت کاروں کو نشان عبرت بنانا ھوگا جس طرح طاہر خان کو اغوا کے بعد بیدردی سے قتل کردیا گیا انکا اغوا و افغانستان لے جا کر قتل ایک غیر معمولی واقعہ ھے جو سیف سٹی اسلام آباد اور ملک کی اھم سیکورٹی ادا روں کیلئے بھی سوالیہ نشان ھے کہ کس طرح اغواکاروں نے سپرنٹنڈنٹ پولیس (ایس پی) طاہر خان اغوا کرکے سرحد پا ر لےجاکرقتل کرنے میں کامیاب ھوے ایسے واقعیات کی روک تھام کیلئے وفاقی دارالحکومت میں ’سیف سٹی‘ منصوبے کا افتتاح جون,2016 میں کیا گیا تھا ۔ ’سیف سٹی‘ منصوبے کا مقصد اسلام آباد کی سیکیورٹی کو یقینی بنانا تھا ، یہ اصل پولیسنگ ہی تھی جس کے تحت اسلام آباد کے کونے کونے کو کیمرے سے دیکھا جاسکتاتھا ۔اسلام آباد ’سیف سٹی‘ پورے ملک میں اپنی نوعیت کا یہ پہلا منصوبہ تھا ، جس پر 12 کروڑ 60 لاکھ ڈالر خرچ ہوئے۔وفاقی دارالحکومت کو محفوظ بنانے کیلئے منصوبے کے تحت اسلام آباد بھر میں مختلف مقامات پر تقریباً 18 سو سکیورٹی کیمرے نصب کیے گئے جن کے ذریعے 24 گھنٹے نگرانی کے لیے ایک خصوصی مرکز بھی بنایا گیا تھا ۔یہ کیمرے نا صرف شہر کے اندرونی و بیرونی راستوں بلکہ شہر کے تجارتی مراکز اور رہائشی علاقوں میں نصب کیے گئے تھے ، جن کی مدد سے افراد اور گاڑیوں کی آمدورفت پر نطر رکھی جا نی تھی سکے گی۔دعوئ کیا گیا تھا کہ وفاقی دارالحکومت میں امن و امان قائم کرنے کا یہ بہتر طریقہ تھا اور اس کے ذریعے اسلام آباد کے ہر کونے پر نظر رکھی جا نی تھی ۔وفاقی دارالحکومت کو محفوظ بنانے کے لیے پہلے ہی شہر میں اہم شاہراہوں پر پولیس کی اضافی نفری کی تعیناتی کے علاوہ حکومت کے احکامات کے مطابق رینجرز اور پولیس کے اہلکار مشترکہ گشت بھی کرتے نظر آتی ہیں۔ تاھم بعد ازاں وفاقی دارالحکومت کا سیف سٹی منصوبہ فنڈز کی کمی کا شکار ہو گیا، اسلام آباد پولیس سکیورٹی کے حوالہ سے جدید اقدامات کرنے میں ناکام نظر آئ ، وفاقی دارالحکومت میں 1100 سے زائد کیمرے نصب کئے گئے جن میں سے 500 سے زائد کیمرے خراب ہو چکے ہیں جن کی مرمت کی ذمہ داری ہواوے ٹیلی کام کی تھی ۔ ان کیمروں کی تنصیب پر 22 کروڑ روپے سے زائد لاگت آئی مگر بدقسمتی سے گذشتہ ادوار میں فیض آباد دھرنوں کے دوران ایک مذہبی جماعت کے کارکنوں نے ان کیمروں کی آپٹک فائبر کیبل کو کاٹ دیا تھا جسے تاحال ٹھیک نہ کیا جا سکا جس سے 500 سے زائد کیمرے خراب ہو گئے۔ ان کیمروں کی خرابی کو دور کرکے بحال کرنے کیلئے آئی ٹی کمپنی ہواوے کا نادرا کے ساتھ معاہدہ ہے۔ سیف سٹی پراجیکٹ کے تحت کیمروں کو آپٹک فائبر کے ساتھ منسلک کیا گیا تھا اس سال 27 اکتوبر کو اسلام آباد سے خیبرپختونخوا میں تعینات پولیس کے سپرنٹنڈنٹ پولیس (ایس پی) اسلام آباد میں لاپتا ہوگئے تھے ۔اس حوالے بتایا گیا کہ ایس پی طاہر خان تھانہ رمنا کے علاقے سے لاپتا ہوئے تھے ۔واضح رہے کہ ایس پی طاہر خان پشاور رورل زون میں تعینات تھے۔ ایس پی کے اہل خانہ نے طاہر خان کے اغوا کا خدشہ ظاہر کیاتھا ۔مگر پولیس نے روایتی سست راوی کا مظاہرہ کیا بعد ازاں لاپتا ایس پی طاہر خان کی تلاش کے لیے پولیس ٹیمیں تشکیل دی گئیں پولیس ذرائع کا کہناتھا کہ طاہر خان ڈیوٹی پر گھر سے روانہ ہوئے اور نامعلوم افراد نے انہیں اغوا کر لیا۔وفاقی پولیس کے مطابق طاہر خان گھر سے پیدل نکلے تھے اور اب ان کا موبائل بھی مسلسل بندرها .اس حوالے سے وفاقی پولیس نے خیبرپختونخوا پولیس کو واقعہ سے آگاہ کردیا تھا ۔علاوہ ازیں سی سی پی او پشاور قاضی جمیل الرحمٰن نے اس حوالے سے کہا تھا کہ ایس پی طاہر خان چھٹی پر تھے اور وہ ذاتی کام کے سلسلے میں اسلام آباد گئے تھے۔ا طاہر خان کا موبائل فون بند رہا جس کی وجہ سے ان سے رابطہ نہیں ہو ا۔واضح رہے کہ رواں برس کے آغاز میں نیشنل ڈیولپمنٹ کمپلیکس (این ڈی سی) کے جنرل منیجر نوزیر حسن بھی لاپتا ہو گئے تھے۔بعدازاں اسلام آباد ہائی کورٹ کے چیف جسٹس اطہر من اللہ نے سائنسدان کی عدم بازیابی پر خفیہ ایجنسیوں کی کارکردگی پر تحفظات کا اظہار کرتے ہوئے ان سے مفصل رپورٹ طلب کی تھی۔ وزارت داخلہ پاکستان کے ذمہ دار تاحال پوزیشن واضح کرنے میں ناکام نظر آتے ھیں پولیس کی جانب سے تصدیق سے قبل ایس پی کی مبینہ تشدد زدہ لاش کے ساتھ پشتو میں لکھے گئے خط کی تصاویر بھی وائرل ہوگئیں تھیں تاہم سینئر عہدیدار کا کہنا تھا کہ ہمیں اس افسوسنا ک واقعے کی اطلاع ’ذرائع‘ سے موصول ہوئی۔مذکورہ تصاویر سوشل میڈیا پر وائرل ہونے کے بعد بھی خیبر پختونخوا پولیس نے اس واقعے کی تصدیق کرنے سے انکار کردیا تھا۔تاہم ایک سینئر گورنمنٹ افسر نےمیڈیا سے گفتگو کرتے ہوئے کہا کہ پولیس کو بتایا گیا ہے کہ ایس پی کی لاش طورخم سرحد کے راستے ضلع خیبر لائی جائے گی۔حکام کا کہنا تھا کہ ڈپٹی کمشنر پشاور اور ایس ایس پی آپریشنز لاش وصول کرنے طور خم بارڈرگئے ۔ خیبر پختونخوا پولیس کے ایک سینئر عہدیدار نےمیڈیا کو بتایا کہ ذرائع نے افغانستان کے صوبے ننگر ہار میں لاش ملنے کی بابت آگاہ کردیا تھا جس کے بعد سوشل میڈیا پر تصاویر بھی وائرل ہوگئیں۔ان کا مزید کہنا تھا کہ اسلام آباد پولیس نے خیبر پختونخوا پولیس کے ساتھ اس حوالے سے معلومات کا تبادلہ نہیں کیا، نہ ہی ایس پی کے اغوا اور ان کو سرحد پار لے جائے جانے کے حوالے سے کوئی اطلاع تھی۔ان کا کہنا تھا کہ افغانستان میں پولیس افسر کو کس مقام پر قتل کیا گیا اور کونسا عسکری گروہ اس کا ذمہ دار ہے اس بارے میں تحقیقات کی جائیں گی جبکہ لاش کے ساتھ ملنے والے خط میں کسی بھی تنظیم کا نام نہیں تھا اسے بھی تحقیقات کا حصہ بنایا جائے گا۔دوسری جانب ایس پی کے افسر کے بھائی احمد الدین نے میڈیا سے گفتگو کرتے ہوئے کہا کہ انہیں سرکاری ذرائع سے ابھی تک تصدیق موصول نہیں ہوئی۔تاہم سوشل میڈیا میں تصاویر وائرل ہونے کے بعد تعزیت کرنے والوں کی کثیر تعداد ان کے گھر پہنچ گئی۔ تصاویر میں نعش کے ہمراہ ملنے والے خط میں پشتو زبان میں ولایت خراسان کا نام لکھا ہے اور اس میں وہی رسم الخط استعمال کیا گیا ہے جو پاک افغان علاقے میں داعش استعمال کرتی ہے۔خط میں ایس پی طاہر خان داوڑ کا نام لے کر لکھا گیا ہے کہ ’پولیس اہلکار جس نے متعدد عسکریت پسندوں کو گرفتار اور قتل کیا، اپنے انجام کو پہنچ گیا‘۔اس کے ساتھ خط میں دوسرے افراد کو بھی محتاط رہنے کی دھمکی دی گئی بصورت دیگر ان کا بھی ایسا ہی انجام ہوگا۔وزیرستان سے تعلق رکھنے والے طاہر خان داوڑ کو رواں برس کے آغاز میں دیہی علاقوں کا ایس پی بنایا گیا تھا اس سے قبل وہ یونیورسٹی ٹاؤن اور فقیر آباد میں بحیثیت ڈی ایس پی اپنے فرائض انجام دے رہے تھے۔واضح رہے کہ وہ 26 اکتوبر کو ہی پشاور سے اسلام آباد پہنچے تھے جہاں انہیں اسی روز اغوا کرلیا گیا تھا، ان کے اہلِ خانہ نے اسلام آباد پولیس کو بتایا تھا کہ ان کا فون شام پونے 7 بجے سے بند جارہا تھا۔قبل ازیں بھی وادی سوات کے قریب واقع ضلع مالاکنڈ کے پہاڑی علاقے ایلم میں عسکریت پسندوں نے پیٹرولنگ پر مامور پولیس کی ایک گاڑی پر فائرنگ کردی، جس کے بعد ایک سرچ آپریشن کیا گیا۔ سرچ آپریشن کے دوران چار پولیس اہلکار لاپتہ ہوگئے۔بعد ازاں تین پولیس اہلکاروں کی لاشیں برآمد ہوئیں جنھیں گولی مار کر ہلاک کیا گیا جبکہ ایک پولیس افسر زخمی حالت میں تھا۔یاد رہے کہ گزشتہ سال 8 دسمبر کو بھی نامعلوم مسلح افراد نے بونیر میں پولیو ٹیم کی حفاظت پر مامور دو پولیس اہلکاروں کو ہلاک کردیا تھا۔سال 2009 میں وادی سوات میں ملا فضل اللہ کی سربراہی میں کام کرنے والی جماعت کالعدم تحریک طالبان پاکستان (ٹی ٹی پی) کے دہشت گردوں کے خاتمے کے لیے تیس ہزار فوجی دستے تعینات کیے گئے تھے۔اس علاقے میں پاکستانی فوج کے آپریشن کے بعد 2009 کے آخر میں فضل اللہ افغانستان کے صوبہ نورستان فرار ہوگئے، جہاں وہ اب بھی مقیم ہیں۔یہ بات بھی مد نظر رہے کہ ایس پی اس سے قبل بنوں میں تعیناتی کے دوران 2 خود کش حملوں کا سامنا کرچکے تھے جس میں وہ محفوظ رہے تھے۔23 نومبر کو پاکستان کے دفتر خارجہ نے دعویٰ کیا ہے کہ افغانستان کا 43 فیصد علاقہ داعش اور دیگر دہشت گردوں کی محفوظ پناہ گاہوں کے طور پر استعمال ہو رہا ہے۔ترجمان دفتر خارجہ ڈاکٹر فیصل نے اسلام آباد میں ہفتہ وار بریفنگ کے دوران کہا تھا کہ تحریک طالبان پاکستان (ٹی ٹی پی)، داعش اور جماعت الاحرار افغانستان کی سرزمین کو پاکستان کے خلاف استعمال کر رہے ہیں اور افغانستان کا 43 فیصد علاقہ دہشت گردوں کی محفوظ پناہ گاہوں کے طور پر استعمال ہو رہا ہے۔انہوں نے بتایاتھا کہ پاکستان کے خلاف دہشتگردی میں ملوث تنظیموں کے بھارتی خفیہ ادارے را کے ساتھ روابط کے ثبوت موجود ہیں جبکہ را کی سرگرمیوں کا معاملہ افغان حکام کے ساتھ اٹھایا جاچکا ہے۔

8th Chief of the Naval Staff Amateur Golf Championship Will be held at Raya Golf & Country Club, Lahore from 16th to 18th November 2018
The 8th Chief of the Naval Staff Amateur
Golf Championship will be contested at the exquisite Defence Raya Golf and
Country Club Golf Course from 16th November to 18th November
2018. This will be the 8th successive and uninterrupted year of this
championship and for the 8th segment of this majestic golf
competition, Defence Raya Golf Course has been chosen as the playing arena
.Undoubtedly ,this golf course has all the components like remarkable fairways,
sterling greens and commendable environment and top of the line allied
facilities.
The Pakistan Navy and the sponsors are striving to make
sure that all aspects of the Championship are handled and executed in an outstanding
manner and the competitive activity sparkles the golf scene of the country. Pakistan Navy seeks to jell sports with
professional assignments in a way that cohesion is promoted and youngsters feel
looked after well.
From the competitive angle, the prime and paramount
aspects of the Chief of Naval Staff Amateur Golf Championship are that it is
open to the top golf amateurs of the country and only players with a handicap
of 12 and below are eligible to participate. In this way it opens itself to
every significant champion of the national golf scene that matters in the golf
arena of Pakistan and as for the participating champions, the leading ones will
be there to demonstrate their capabilities and thereby earn rewards in the
shape of honor, glory and wholesome prizes. Top ranked players are determined
to come up with amazing golf scores so as to bring joy to all stake holders
associated with this championship and in the process prove that they are
champions of value in this game of skills.
As for the sponsors, Pakistan Navy have offered
complete financial support towards holding of this event in a grand way and as
for Defence Raya Golf and Country Club, it has opened up its golf course to all
participating amateur golfers and seeks to enable them to achieve honors and
pick up valuable prizes.
Amateurs
For the amateur golf players of Pakistan, this event
seeks to create an opportunity whereby they can apply their golfing skills in a
way that the scores they attain help them to get noticed at the national level
and subsequently represent the country in international competitions.
Cut
Cut will be applied and top 40 and ties will play on
the final day
SENIOR AMATEURS
There is also an event for the Senior Amateurs. Age
eligibility for Senior Amateurs is 55 years and above and having handicap of 14
and below. Most of the senior amateurs
taking part in this championship are accomplished golf players who have
performed at the National and International level during their youthful days. Seniors
will be competing over 18 holes on 17th November.
LADIES
Ladies will compete over 18 holes on 16th November and
eligible ones are those who play to a handicap of 30 and below.
