DOHA – President Mamnoon Hussain has arrived in Qatar on a four-day official visit on the invitation of Emir of Qatar Sheikh Tamim bin Hamad bin Khalifa Al-Thani.

During his visit, the President will hold meetings with Emir of Qatar and other dignitaries to discuss important aspects of bilateral relations, regional issues and international developments.The main focus of his official talks and interaction with the Qatari leadership will be on further enhancement of bilateral relations in various fields. These include energy, trade investment, defence and increase in employment opportunities for Pakistani workforce in Qatar.

The President’s visit would further consolidate the existing brotherly relations between the two countries.

The visit is being undertaken at the invitation of His Highness Sheikh Tamim bin Hamad bin Khalifa Al-Thani, the Emir of the State of Qatar. During the visit, the President will hold bilateral meetings with the Emir of Qatar and other dignitaries. The two sides will review important aspects of bilateral relations. Regional issues and international developments will also be discussed. Pakistan and Qatar enjoys excellent bilateral relations in all fields. The two countries share similar view on regional and global issues and also closely cooperate and support each other at the international fora like the UN and OIC.The high level exchanges between the two countries, that started with the visit of His Highness the Emir of Qatar to Pakistan in March 2015 and return visit by the Prime Minister of Pakistan to Qatar in February 2016, area testimony of growing relations between the two brotherly countries. The State of Qatar is a sovereign country located in Western Asia, occupying the small Qatar Peninsula on the northeastern coast of the Arabian Peninsula. Its sole land border is with Saudi Arabia to the south, with the rest of its territory surrounded by the Persian Gulf. A strait in the Persian Gulf separates Qatar from the nearby island country of Bahrain, as well as sharing maritime borders with the United Arab Emirates and Iran.

Following Ottoman rule, Qatar became a British protectorate in the early 20th century until gaining independence in 1971. Qatar has been ruled by theHouse of Thani since the early 19th century. Sheikh Jassim bin Mohammed Al Thani was the founder of the State of Qatar. Qatar is a hereditary monarchy and its head of state is Emir Sheikh Tamim bin Hamad Al Thani. Whether it should be regarded as a constitutional or an absolute monarchy is a matter of opinion. In 2003, the constitution was overwhelmingly approved in a referendum, with almost 98% in favour. In 2013, Qatar’s total population was 1.8 million: 278,000 Qatari citizens and 1.5 million expatriates.

Qatar is a high income economy and is a developed country, backed by the world’s third largest natural gas reserves and oil reserves. The country has the highest per capita income in the world. Qatar is classified by the UN as a country of very high human development and is the most advanced Arab state for human development. Qatar is a significant power in the Arab world, supporting several rebel groups during the Arab Spring both financially and through its globally expanding media group, Al Jazeera Media Network. For its size, Qatar wields disproportionate influence in the world, and has been identified as a middle power. Qatar will host the 2022 FIFA World Cup, becoming the first Arab country to do so. Nearly 1 year 7 months ago the Qatar and Pakistan discussed bilateral relations and ways to develop them “to serve the common interests”.

The talks were led by HH the Emir Sheikh Tamim bin Hamad al-Thani and Pakistani Prime Minister Nawaz Sharif.
HH the Emir is on a two-day visit to Pakistan.

The talks were attended by the delegation accompanying the Emir and senior Pakistani ministers and officials.
During the talks, the two sides exchanged views on the latest regional and international developments.

HH the Emir and Prime Minister Sharif later witnessed the signing of a number of agreements and memorandums of understanding between the two governments.

Prime Minister Sharif said that Pakistan held Qatar in very high esteem and wished to enhance co-operation in all fields, particularly energy, trade, investment, defence and manpower,

“Talking to the Emir, the prime minister said Pakistan and Qatar enjoyed close and brotherly relations. “He lauded the personal contribution of the Emir in transforming Qatar into one of the most attractive destinations of the world. Qatar’s progress is remarkable, enviable and a matter of pride for us as a brotherly country.

He said Pakistan invited Qatari investment in Pakistan in all areas, adding that “our bilateral trade of less than $300mn per annum is much below its potential”.

The prime minister said that Qatar was home to more than 100,000 Pakistanis whose remittances were making a valuable contribution to the socio-economic development of Pakistan. Pakistan would appreciate if Pakistani manpower in Qatar was substantially enhanced, he said.

Both sides agreed to take measures to enhance trade and strengthen co-operation in the field of defence and manpower.

The prime minister said the Emir’s visit would provide fresh impetus to relations between the two countries.

ISLAMABAD: Pakistan Foreign Ministry spokesman Nafees Zakaria said on Thursday the Indian government’s attempts to isolate Pakistan globally have failed badly.

In his weekly briefing, Nafees Zakaria dismissed India’s claims of isolating Pakistan as being ridiculous, saying that the China-Pakistan Economic Corridor and gas pipeline projects are solid proof of Pakistan’s strong economic relations with other countries.

The FO spokesman condemned the ongoing Indian atrocities in Occupied Kashmir and said there has been an increase in deaths during detention in the region. He added that Indian forces are continuing to use pellet guns against innocent civilians to quell protests, the use of which have rendered hundreds of Kashmiris blind.

The spokesman however lauded the decision of the United Nations’ Human Rights Commission to take action against the human rights violations in Occupied Kashmir. He also said that the OIC Foreign Minister Council had approved the resolution over Kashmir, which was a positive.

Nafees Zakaria further said that India was trying to distract the world from focusing on the Kashmir atrocities with its negative politics against Pakistan. He noted that the SAARC Conference has been delayed eight times in the past, adding that India has been behind the delays every time.

Since we met last, days have been hectic but full of significant developments as also very encouraging in many ways. Yesterday, the Council of Foreign Ministers of OIC adopted a very strong resolution on Kashmir dispute and condemned Indian atrocities on defenceless Kashmiris in IoK in strongest possible terms. The 4-page Resolution was released last night by MOFA. At the Parliamentary Union of Islamic Countries in Ankara on 18 October, the Speakers of the Islamic countries adopted Ankara Declaration, which asked India to create conducive environment for implementation of UNSC Resolutions on Kashmir. SAPM Mr. Tariq Fatemi and Speaker National Assembly Sardar Ayaz Sadiq attended the said meetings, respectively.

 

During the Prime Minister’s successful and substantive visit to Azerbaijan last week, the Azeri President expressed serious concern over atrocities against the innocent people in Indian occupied Jammu & Kashmir. He termed the response of international community a display of “double standards” since core issues remained unresolved despite lapse of decades without implementing relevant UN Security Council resolutions.

 

UN Office of the High Commissioner for Human Rights has asked India to release the Human Rights activist Khurram Parvez from illegal detention immediately.

 

Despite India’s numerous desperate attempts to divert the world attention, the Int’l Community remains concerned about the India’s crimes against humanity and pressure is mounting on India to allow ‘Fact Finding Mission’ to visit IoK. India remains in constant violation of UN Charter and Int’l Humanitarian Laws. Indian occupation forces are liable to be tried for the crimes against humanity and genocide on account of buried evidence (Unnamed unmarked Mass Graves discovered in 2009), fake encounters, custodial killings, blinding several hundred, dishonouring en masse Kashmiri women, and mass murders on several occasions, last being perpetrated continuously for 103 days since Burhan Wani’s extra-judicial killing on 8 July 2016.

 

Pakistan was re-elected to the Council of Administration at the 26th Congress of Universal Postal Union.

 

Army Contingents of 16 countries of Europe, Arab World, Southeast Asia, South Asia, Central Asia, China and Africa participated in a 6-day Army Competition Event, called Int’l PACES Championship in Pakistan.

Indian brutalities in the wake of Burhan Wani’s cold blooded murder have already warranted strong response from the international community. There have been voices from all across the world, and all strata of society urging India for an immediate halt to the gross human rights violations it is committing on the people of IoK with impunity. Gradually, all this pressure is mounting on India. This is exactly why we see India’s desperate attempts to divert world attention from IoK by leveling baseless and false allegations against Pakistan. It is not about Pakistan’s diplomatic success, victory or anything. It is about the plight of helpless Kashmiri people.

 

I want to draw you attention to some very substantive outcome of Pakistan’s diplomatic efforts to raise the issue of Kashmir. Beside the OIC CFM’s Resolution on Kashmir and PUIC’s Ankara Declaration recently, the UN Human Rights Commissioner has issued three separate statements, two of which urging India to allow fact finding mission to IoK and one on the release of human rights activist, Parvez Khurram.

 

Prime Minister’s Special Envoys on Kashmir have been to a number of countries, where they were received at high political level. As I have mentioned before, they are the elected representatives. Their outreach and significance is bound to be more effective than government functionaries.

 

In UK, for example, many human rights organizations are voicing concerns over atrocities in IoK and urging an early resolution of the Kashmir dispute. These organizations have held many seminars, conferences and peaceful protests. One such organization, named Jammu & Kashmir Self-Determination Movement Europe (JKSDME), has held many activities and has further planned a series of events from October 20 to November 02 2016 to raise their voices against Indian atrocities in IoK. The organizers are members of the Parliament, civil society, think tanks and Pakistani & Kashmiri Diaspora. The same is happening in North America and Nordic states. These activities have brought tremendous pressure on India and the International Community and that is why India is under so much pressure right now.

I have seen the media reports. CPEC projects, when completed, will not only benefit Pakistan and China but also contribute to the development of the region.  It would bring prosperity to the people of four regions – China, South Asia, Central Asia and West Asia.

Yesterday, we saw your tweet regarding constant violations of LoC in Karela Sector. My question is: do you have the consolidated figure that how many civilians in the recent days have been killed and injured or total casualties due to the Indian firing across the LoC?

 

Secondly, India has started implementing the plan to build 9 dams in Laddakh region on Indus River. Will this affect Pakistan’s share of waters of Indus Water Treaty? What mechanisms have Pakistan opted to counter these moves and safeguards its interests?   (Shaukat Paracha – Aaj TV)

As to your first question, I have mentioned that there have been more than 100 ceasefire violations by India in 2016 alone.  Let me give you the statistics; in 2015 there were 39 Shahadats and 150 injuries. In 2016, so for, there has been one Shahadat and eight injuries due to India’s aggression and blatant ceasefire violations on the Line of Control continuously.

 

As to your second question, Pakistan is closely following the developments and will not accept any violation of the Indus Waters Treaty. We will take appropriate action in line with the provisions of the Indus Waters Treaty, in case of any violation of IWT.

As you know we do not comment on media reports from this podium. However, let me add that we continue to urge our American friends, including those in the Administration, to play their due role in resolving bilateral issues between Pakistan and India, particularly the Kashmir dispute. It is an unfortunate attitude. People to people contacts are important for creating better understanding. The treatment meted out to the artists is disappointing and highly regrettable. While there are saner voices in India criticizing the Hindutva anti-Muslim and anti-Pakistan mentality, there are many who have surrendered to the threats from Hindu extremists and members of Hindu terrorist organizations. Indian leadership cannot segregate Pakistani people and Pakistan by saying that they have nothing against the people while their entire government machinery and other institutions are working against Pakistan. Pakistani nation has repeatedly demonstrated that Pakistan is theirs and they are for Pakistan. They stand for their country in unity against its adversaries.

I think, I have responded to similar question a number of times. I just want to reiterate briefly that Pakistan’s sacrifices in the war against terrorism are well acknowledged. There has been acknowledgement by world leaders and countries at various levels of political hierarchy. I will draw your attention towards Chinese President’s recent statement at BRICS in this regard. He said that Pakistan had laid huge sacrifices and suffered heavy losses in fight against terrorism and that needs to be recognized. I will also refer you to the statements made by the political leadership of the US, in which they have admitted and acknowledged Pakistan’s contributions on terrorism time and again. As far as we are concerned, we are firm and determined to eradicate the scourge of terrorism from Pakistani soil. Our efforts are paying dividends in the context of regional peace, which also has direct bearing on the economic prosperity of this region.

We deplore the Indian decision to use SAARC for its political ambitions. The Indian action was contrary to the purposes and principles of the SAARC Charter. In the past, SAARC Summits have been postponed 8 times, 5 times India was responsible. Squandering the efforts of a 30 years old socio-economic grouping by India is reflective of the Indian attitude and contribution to the poverty and instability in this poverty stricken region.

 

As to your other part of the question, I would say that Pakistan’s geo-strategically advantageous location at the confluence of South Asia, Central Asia and West Asia, makes our country a natural economic hub and an energy corridor for the three regions. Exploiting the economic potential of Pakistan as a facilitator for regional connectivity is high on the present Government’s agenda. CPEC and gas pipeline and energy agreements with the Central Asian States are a practical manifestation of Pakistan’s policy of playing a role as a facilitator towards regional integration.

Firstly, Indian attempts to isolate Pakistan have miserably failed. Given Pakistan’s geo-strategically important situation in the region of international interest, the very notion of isolating Pakistan is ridiculous. Indian obsession to malign Pakistan has not been appreciated by the mature countries. Besides, Indian negative policies towards Pakistan and regional integration efforts under various regional groupings have exposed India as the biggest hurdle in the development of the region, which is a hub of world’s largest poor population. Indian activities should be seen as its desperation to deflect international attention from its crimes against humanity in IOK. I would not like to comment on Taliban’s contacts with Iran or any other country. However, it has been our consistent position that politically negotiated settlement is vital for lasting peace and stability in Afghanistan. Pakistan believes that all efforts should be made towards a sustainable peace settlement through an Afghan owned and Afghan led peace process.  In our view, QCG is an appropriate forum in which Pakistan is ready to play its role. We will continue with our efforts in facilitating the peace process towards a lasting settlement in collaboration with the Afghan Government.

 

As to your second question, we have seen media reports. Reportedly, there are both denials and confirmations as well. Negotiation for reconciliation between the warring factions is an intra-Afghan matter. Pakistan’s position has been consistent. We fully support an Afghan-owned and Afghan-led peace process. To that end, Pakistan remains ready and has always been supportive of politically negotiated settlement in Afghanistan. The peace deal between Afghan Government and Hizb-e-Islami, which we welcomed, can also serve as a model for talks with Taliban. Our end goal is to see lasting peace and stability in Afghanistan, which we firmly believe is in the interest of the entire region, particularly, Pakistan.

I have seen the media reports. The remarks of the Indian Home Minister do not reflect the reality since the Indian intelligence agencies are involved in subversive and terrorist activities in Pakistan. The people of Pakistan are the victims of Indian state sponsored terrorism. Confession of apprehended RAW operative Kulbushan Yadev, a serving Indian naval officer, is an irrefutable proof. Terror financing by India in Pakistan from Afghan soil has also been publicly mentioned by a former Minister of the United States of America. Prime Minister Modi’s statements on Balochistan and East Pakistan are testimony of Indian involvement in perpetrating terrorism and subversion in Pakistan.

As to your first question, we have mentioned in the past as well that we do not comment on the relations between the two sovereign nations. If you are referring to the notion of isolation, I have already responded in this regard that Pakistan is not a country that could be isolated given its important geo-strategic location in the region.

With regard to your second question, Pakistan has a principled stance on the issue of South China Sea.  Pakistan maintains that disputes over the South China Sea should be peacefully resolved, through consultations and negotiations by states directly concerned, in accordance with bilateral agreements and the Declaration on the Conduct of Parties in the South China Sea (DOC).  We believe that maintenance of peace and security is the collective responsibility of all parties to the South China Sea. Countries outside the region should fully respect efforts made by China and the ASEAN countries to safeguard peace and stability in the South China Sea, avoid interference in such bilateral issues, and play a constructive role to this end.

I will respond to your second question first, Pakistan has maintained a principled stance on establishment of lasting peace and stability in Afghanistan, which is an Afghan-led and Afghan-owned peace process. QCG is an effort on part of Pakistan to facilitate in this peace process. All countries involved in the peace process have given their undertaking to contribute positively in achieving this end goal for Afghanistan. After all, the aim of QCG is to bring warring factions within Afghanistan to the negotiating table and initiate inter-Afghan dialogue. Pakistan remains committed to the efforts, aimed at bringing peace and tranquility in Afghanistan, which is essential for the regional peace and prosperity.

As to your first question, I don’t know where from this concept of open or backdoor diplomacy has evolved in the context of relations between Pakistan and Afghanistan. We have open and well established mechanisms for cooperation in diverse fields, more so, in the economic domain.  Pakistan shares the longest border with Afghanistan. The amount of people that straddle across this border is enormous, somewhere around 50,000 to 100,000 per day. The relationship is not just at the political level but also, more importantly, at the people to people level.

A similar question asked earlier, and I have already responded in detail.

Mean while the Indian Deputy High Commissioner was called in by the Director General (SA & SAARC) today. A strong protest was lodged against the unprovoked ceasefire violations on 19-20 October 2016, by the Indian occupation forces at the Line of control in Karela Sector, which resulted in martyrdom of one civilian, Mr. Abdul Rehman S/o Gul Zaman, age 28 years. Twelve civilians including children and women were injured as a result of the Indian fire.

 

It was conveyed that the Indian side must investigate the incident and share the findings with Pakistan; India must instruct its troops to respect the Ceasefire, in letter and spirit, refrain from intentionally targeting the villages and maintain peace and stability on the LoC.

 

Pakistan notes with deep concern that during the last couple of months, there have been a number of ceasefire violations from the Indian side on the LoC and the Working Boundary.

ISLAMABAD: The Pakistani Interior Minister Chaudhry Nisar Ali Khan while addressing a press conference in Islamabad on Thursday said that a complete investigation should be carried out before any Pakistani’s name is put on the Exit Control List (ECL).

When questioned about Cyril Almeida’s inclusion on the ECL, the interior minister said that he would have a meeting with senior APNS and CPNA officials in the capital regarding the matter.

Earlier the Pakistani journalist Cyril Almeida has been put on the Exit Control List (ECL) after his controversial report in Dawn newspaper on a recent meeting between government and military bigwigs. Reportedly, he first visited Goa, India in 2012 to participate in an arts and literary festival, and then followed it up with two more visits. After studying B.A. in Law in England, Almeida returned to Karachi. He practiced law for about a year and changed careers to become a journalist with Dawn.

“I am told and have been informed and have been shown evidence that I am on the Exit Control List,” Almeida, who is Dawn’s assistant editor, confirmed on Twitter.

Cyril Almeida is a Pakistani journalist and an assistant editor for the Pakistani newspaper Dawn.He was barred from leaving Pakistan, after he wrote a controversial news article after 2016 India–Pakistan military confrontation, and hinted a rift between Pakistan’s civilian and military leadership. Reportedly, he was put on the Exit Control List.Almeida belongs to a community of Goan Catholics who migrated to Karachi more than a hundred years ago. His family is said to speak Konkani at home. In October 2016, Dawn published a front-page article by Almeida, which said that some in the Pakistan’s civilian government confronted military officials at a top-secret national security Committee meeting. They said that they were being asked to do more to crack down on armed groups, yet, whenever law-enforcement agencies took action, “the security establishment … worked behind the scenes to set the arrested free”. He reported that the civilians warned that Pakistan risked international isolation if the security establishment didn’t crack down on terrorist groups operating from Pakistan.Following the news article published, both the offices of Prime Minister of Pakistan Nawaz Sharif and the Punjab Chief Minister Shahbaz Sharif denied the version of events printed in the article and called it as fabricated story. Sharif ordered authorities to take action against those responsible for publishing what he termed as a “fabricated” story about the military and ISI after the Pakistan’s chief of army staff Raheel Sharif called on him to discuss national and regional security issues. Dawn said that the Cyril Almeida report was “verified, cross-checked and fact-checked” and it stood by the story. The Editor-in-Chief of Dawn urged the government to refrain from “scapegoating” the newspaper in a “malicious campaign”. The Pakistani Interior Minister Chaudhry Nisar Ali Khan also announced that Pakistan would adopt a system of e-passports starting prior to June 2017.

“Within two years, we will spread e-passport.This is the way to the future,” Nisar added, saying that the system would be adopted to reduce queues at passport offices.

“People will be able to get e-passports sitting at home,” he said.

ISLAMABAD: Foreign Office spokesperson Nafees Zakaria said the world should take urgent notice of genocide and crimes against humanity being committed by Indian forces in held Kashmir. He said Indian state sponsored terrorism has led to shortage of medicines, food, water and basic amenities of life.Pakistan has urged international community especially permanent members of UN Security Council to help prevent humanitarian catastrophe in Indian held Kashmir.In his weekly news briefing in Islamabad, Foreign Office spokesperson Nafees Zakaria said the world should take urgent notice of genocide and crimes against humanity being committed by Indian forces in held Kashmir. He said Indian state sponsored terrorism has led to shortage of medicines, food, water and basic amenities of life.The spokesperson said so far 110 civilians have been killed and 1,500 injured by Indian forces. He also pointed out that entire leadership of APHC has been put behind bar and is being meted out inhuman treatment. He said Chairman Jammu and Kashmir Liberation Front Yaseen Malik is not being released despite having life threatening heart problem and women leader Aasia Andrabi has also been arrested. Nafees Zakaria said that the plight of Kashmiris is gradually getting attention of the world community and many parliamentarians and human rights organizations are sensitizing their governments and public opinion about brutalities against Kashmiris.

He also referred to the just concluded visit of Belarus President and pointed out that Belarus has demanded peaceful resolution of the Kashmir dispute in accordance with UN resolutions.

The spokesman rejected as speculative an article published by a newspaper alleging diplomatic isolation of Pakistan.

To a question, Nafees Zakaria said Pakistan is closely monitoring India’s threatening statements and posture on Indus Basin Treaty and would respond firmly to safeguard national interests.He said the treaty is not time barred and it is binding on both India and Pakistan. He said the treaty cannot be altered or revoked unilaterally.

Nafees Zakaria stressed Pakistan had not violated the Line of Control (LoC) and violations had always been carried out by India.

The spokesman said positive voices in India were being silenced and this was condemnable.  He pointed to irresponsible Indian statements and said these were harmful for regional peace. The spokesman told reporters that the Indian High Commissioner had been summoned and the New Delhi’s claim of ‘surgical strikes’ was raised.

According to Nafees Zakaria, all political parties were united on the issue of Kashmir and it was time that the international community took notice of human rights violations in the occupied valley. “International community should send a fact-finding mission in Kashmir,” Zakaria said.

The spokesperson confirmed that Advisor on Foreign Affairs Sartaj Aziz met Afghan President Ashraf Ghani, Chief Executive Abdullah Abdullah and Foreign Minister Salahuddin Rabbani on the sidelines of Brussels conference on Afghanistan. We strongly condemn continued Indian brutalities in occupied Jammu & Kashmir in which Indian occupation forces have martyred more than 110 civilians and over 15,000 are injured with many in critical condition. We deplore the inhuman Indian act of deliberately shooting into the eyes of Kashmiris, including children, using pellets guns, which has caused severe eye injuries to about 850 people, over 160 of whom have become permanently blind while hundreds partially. Three months long reign of state terrorism by India have also inflicted sufferings adding more to the existing humanitarian crisis by systematic and deliberate creation of shortage of food, medicines, water, basic amenities of life, etc. We condemn India for these inhuman acts. The Indian savageries have put the humanity to shame.

Chairman All Parties Hurriyat Conference, Syed Ali Shah Geelani has been kept under prolonged house detention despite his ailing health. His house has been converted into a sub-jail. We are deeply concerned about the health condition of JKLF Chairman Mr. Yasin Malik who has developed life-threatening heart problems due to inhuman treatment meted out to him during his illegal detention. Hurriyat Leaders, Mirwaiz Umer Farooq, Shabir Shah, Massarat Alam, and many others also remain under detention. A couple of days back popular Kashmiri women’s leader Ms. Assiya Andrabi, Chairperson Dukhtaran-e-Millat, has also been arrested. Pakistan condemns detention / arrests of the Kashmiri Leaders, who are peacefully struggling for their right to self-determination, promised to them in the relevant UN Security Council Resolutions.

We urge India to release thousands of political prisoners who have been booked under the lawless law Public Safety Act. Families of the arrested are deeply concerned as their fate remains unknown.

We urge international community, particularly the prominent human rights organizations, to take notice of the genocide and crimes against humanity being committed by Indian occupation forces in IoK, help stop the bloodshed and HR violations in IoK and arrange provision of food, medicines and basic necessities to halt the humanitarian catastrophe. UN Human Rights Commissioner, while expressing his serious concern over grave human rights violations in IoK, has once again called for a fact-finding mission to IoK.

 

The visit of the President of Belarus, which concluded today, was very productive. Most importantly, the Joint Declaration signed by the two Leaders, inter alia, states that ‘Kashmir dispute should be resolved peacefully and in accordance with the relevant UN Security Council’s Resolutions on Kashmir. Belarus appreciated Pakistan’s adherence to the NSG Guidelines and Control Lists, commitment to non-proliferation, nuclear safety and security as well as about the ability to supply items on the NSG Control Lists. Belarus emphasized the importance of a non-discriminatory approach to the issue of non-NPT states membership in the NSG that should lead to its settlement by consensus. Belarus and Pakistan shared views on UNSC Reforms and peace and reconciliation process in Afghanistan. Belarus recognized Pakistan’s role in QCG.

 

Adviser to the Prime Minister on Foreign Affairs represented Pakistan at the Conference on Afghanistan in Brussels. In addition to the existing US$ 500 million for projects in infrastructure, health and education sectors, Pakistan has pledged US$ 500 million more yesterday in development assistance to Afghanistan.

 

Pakistan and EU also held 3rd session of Strategic Dialogue during which the two sides agreed to upgrade the existing 5-year engagement plan to an EU-Pakistan Strategic Engagement, to be approved at the next EU-Pakistan Summit.

The state of affairs in IoK is gruesome and deplorable not only for the outside world, but India’s own member of Parliament have resigned in protest against Indian atrocities on innocent Kashmiris and for denying them offering of Friday prayers for the last 12 or 13 weeks.

We have seen how Premier Modi’s claims of surgical strikes have proven false. Even from within India, dissenting voices are emerging on the issue. Pakistan has rejected the baseless Indian claim of carrying out “surgical strikes” on the LoC. Falsified and irresponsible statements can only escalate tensions and are indeed a threat to the regional peace and security, which India sought to create on purpose.

 

We have seen a number of queries that have been raised on the sketchy and vague claim of the Indian government, even within India. ISPR took the media people to the area to see for them what the truth was. Subsequently, you may have seen many media accounts testifying that nothing there supported the Indian claim of any surgical strike. UNMOGIP also visited the area and found nothing in support of the Indian claim.

Spokesperson for the UN Secretary General Ban-ki-Moon said that the UN Military Observer Group in India and Pakistan had not directly observed any firing across the LoC related to the latest incidents.  Your comments.

We have seen comments of the Spokesperson of the UN Secretary General, which categorically reject the Indian claim. The UNMOGIP has the mandate to observe the situation on the LoC and its assessment is highly valuable.

 

To your second question, the Adviser had meetings on the sidelines with Afghan leadership, including President Ashraf Ghani, Chief Executive Abdullah Abdullah and Foreign Minister Salahuddin Rabbani. During these meetings, the Adviser discussed the efforts for peace and stability in Afghanistan including the important role of the QCG in advancing those efforts.  Peace and stability in Afghanistan is vital for Pakistan’s peace and stability. At the Brussels Conference the international community has committed to sustained efforts towards Afghan reconstruction and development, which would help promote stability not only in Afghanistan but in the region. I have also mentioned in opening remarks that Pakistan has also pledged an additional US$ 500 million to that end.

We understand that such moves are based on the views and personal motives of individuals. In this particular case, it was a malicious move by some members of the Indian-American community, and does not in any way reflect the policy or views of either the U.S. Administration or the Congress. Obviously, the White House saw through the real motivation behind this move and acted rightly in rejecting the petition.

 

As to your second question, Pakistan has been urging the international community, including the United States, to take note of the inhuman and degrading treatment being meted out to innocent civilians including the women, children, elderly and patients, in the Indian Occupied Kashmir. In this regard, our Ambassador in Washington, Mr. Jalil Abbas Jilani, met Ambassador Richard Olson, the U.S. Special Representative for Afghanistan and Pakistan at the State Department and handed over a dossier containing information on the gross human rights violations by the Indian security forces in the IOK.

We are disappointed to see such an approach which reflects the level of anti-Pakistan rhetoric in India. We have also noted some saner voices in India rejecting the Hindutva extremist mindset, who are being persecuted, which is highly deplorable.

Recently, Indian occupation forces have imposed ban on Ashura processions in Kashmir, as it restricted Kashmiris from offering Eid prayers earlier on. We have taken up all aspects of India’s blatant human rights violations in IoK with the world community. The state of affairs in IoK is gruesome and deplorable not only for the outside world, but India’s own member of Parliament have resigned in protest against Indian atrocities on innocent Kashmiris and for denying them offering of Friday prayers for the last 12 or 13 weeks.

My question pertains to the recent Pakistan-India clashes on LoC, and relates to many families in Azad Jammu & Kashmir that have been displaced due to ongoing clashes between the two sides. What efforts are Pakistan making to compensate these families?

I would respond to your second question first. I have already given a detailed account of the government of Pakistan and its functionaries in meting out fair and equitable treatment to affected Pakistanis in Saudi Arabia. Here let me briefly mention those points again:

 

Pakistanis have returned after filing their claims/petitions and preparation of attorneys in Saudi Arabia. The Saudi Government/Labour Ministry has established special desks in various camps where Pakistanis are residing, to help file the claims and preparing attorneys.

Not a single Pakistani, who was overstaying or whose visa had expired who were in that situation was arrested as assured by the Saudi Government.

Those who returned, their travelling expenses were borne by the Saudi government.

Those with valid visas were allowed to change their employers if they could find jobs elsewhere, as assured by the Saudi Government.

 

With regard to your first question, first of all, please note that not even on a single occasion has Pakistan violated ceasefire agreement on the LoC. Secondly, for the safety and protection of the Kashmiris residing in the vicinity of LoC please check with the relevant authorities.

I think the press release we issued carried all the details of the matter. We have said that Pakistan is concerned about adoption of domestic law, which has extra territorial application targeting certain countries. Other countries have also expressed concerns on this law.

To your second question, I have already responded.

 

For  the first part of your question, we have deplored/condemned/raised the humanitarian aspect of Kashmir crisis time and again. You see, it is not about numbers. Since 1989 more than 100,000 innocent Kashmiris have been brutally killed, and thousand more disappeared. This, on top of scores, who have been maimed, blinded or severely injured for life. The staggering accounts of heightened atrocities by Indian occupation forces have already led to a dire humanitarian crisis in IoK. I have already said it before that unless the world community acts now, the whole episode will lead to a human catastrophe of huge proportions.

As far as I know, the entire country and the whole spectrum of political parties are unified on the issue of Kashmir.  We have always stood in unison with our Kashmir brethren in their movement for right to self-determination with political, moral and diplomatic support.

We have seen the media reports. You may like to approach the government of China to ascertain the details.

 

On your question about Indus Water Treaty, the Indus Waters Treaty (IWT) is not time barred and was never intended to be time or event specific. It is binding on both India and Pakistan and has no exit provision. The international community should take notice of Indian claims that are indeed a violation of India’s obligations and commitments under the Treaty.

 

According the sub-provisions (3) and (4) of the Article XII of the IWT, the Treaty cannot be altered or revoked unilaterally.

 

Pakistan is closely monitoring the situation and would respond accordingly.

On your first question, we have already taken up this issue of India’s terror financing in Pakistan at all relevant forums. We submitted a dossier last year at the UN and also raised this matter in our meetings with P-5 members as well as bilateral meetings with various countries. We will hand over the relevant evidence when the time is propitious.

This is an ongoing effort.  We have always taken up the issue of Kashmir at all bilateral and international forums. Moreover, there have been several conferences, events and peaceful processions all over the world to sensitize international community and human rights organizations of the plight of Kashmiris. These events have been organized by the Member Parliaments of those regions, civil society members, Pakistani and Kashmiri Diaspora in North America, Europe, Nordic States, and the UK. Yesterday, at the Party Conference in UK, these people effectively highlighted the atrocities perpetrated by the Indian occupation forces on the innocent Kashmiris in IoK.

 

We are highlighting the issue of Kashmir at every forum and urged UN and other relevant world bodies, as well as the international community, to take urgent steps and intervene to stop the Kashmiris’ bloodshed by India.
